Marley, P.E., Public Works Director SUBJECT: Downtown Streetscape and Open Space Enhancement Program Water Street Streetscape Enhancement- Phase 2 City Project 2011-14 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the following resolutions authorizing the Mayor to sign and the City Clerk to attest to the following items: 1. Approving a contract in the amount of$2,026,812.30 for Water Street Streetscape Enhancement Project—Phase 2, City Project 2011-14,to Kinney Contractors, Inc. as the lowest qualified bidder, and; 2. Approving Change Order#2 to the Agreement with Phillip W. Cochran in the amount of $30,000 to provide construction engineering services for the Water Street Streetscape Enhancement Project—Phase 2. Change Order#2 is in addition to the current Agreement amount of$369,238.43 for a total adjusted Agreement amount of$399,238.43. PRIOR COUNCIL ACTION: Appendix A provides a summary of the prior Council action. BACKGROUND: Downtown Streetscape and Open Space Enhancement On July 5, 2011, the City Council authorized a contract with Otto Baum Company to begin the first phase of the North Water Streetscape Enhancement project which included the 300 and 400 blocks of North Water Street along with the 200 block of East North Street. The work on the current Water Street Streetscape project is approximately 30% complete with final completion expected by the end of December. The final appearance will be very similar to the existing streetscape on the east side of the 300 block of North Water. Work on the second phase of the Water Street Streetscape Project should commence yet this year and be closed up by Thanksgiving. Work will restart in early spring 2012 with completion anticipated prior to the Decatur Celebration. Pagel
