Work on Main Street between Eldorado and Wood Street, including Merchant Street, is expected
to begin in early 2012. Franklin Street is planned to begin in 2013.
Project Bid Review
The project plans and specifications were prepared by a design team which included Massie
Massie and Associates, Phillip W. Cochran Consulting Engineer, and Architectural Expressions.
The project was advertised in the Herald and Review on Friday, September 23, 2011, and bids
were opened on Friday, October 7, 2011. Approximately 50 notices were sent to local
contractors and 7 plan houses serving Central Illinois and surrounding states were provided bid
information. The results for the letting are as follows:
Compared to
Engineer's Est.
Bidders and Plan Holders Bid Price Over(-Under)
Kinney Contractors, Inc. $2,026,812.30 (-19.49%)
Otto Baum Company, Inc. $2,045,636.76 (-18.747%)
Mid-States General&Mechanical Contracting Corp. $2,426,665.40 (-3.61%)
G. The City's project engineer, Phillip
W. Cochran, reviewed the bids and has recommended Kinney Contractors, Inc. be awarded the
contract. Cochran reviewed past projects of a similar nature performed by Kinney and provided
a letter recommending award (attached). Kinney has completed several concrete street
improvement contracts over the past several years; although they have not completed a major
sidewalk project in the City. Kinney will be held to the Project Labor Agreement entered into by
the City and the local Building and Construction Trades Council, AFL-CIO that was put in place
for this work. They are a highly respected contractor. Staff recommends that the City Council
approve a contract with Kinney Contractors, Inc. to perform the second phase of the Water Street
Streetscape project.
Construction Engineering Change Order
A change order was approved for the Water Street Streetscape Phase 1 Project allocating
$15,000 for construction engineering assistance for the work. The phase 2 project is
approximately 3 times the size of the initial phase; it is proposed that a second change order with
PWC be approved allocating $30,000 for construction engineering for phase 2.
During the construction process questions invariably arise regarding various issues that are best
addressed by the design engineer. In addition, City staff may not have the time or expertise to
Page 12
