Public Works Memorandum
NO. 2011-52
DATE: July 25, 2011
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Sanitary Sewer Replacement Project, Leafland & Edward
City Project 2011-06
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution approving a contract in
the amount of$75,870 for the Sanitary Sewer Replacement Project, Leafland &Edward, City
Project 2011-06, to Entler Excavating Company, Inc. as the lowest qualified bidder and that the
Mayor be authorized to execute the contract, and the City Clerk to attest.
PRIOR COUNCIL ACTION:
No Prior Council Actions
BACKGROUND:
Sanitary Sewer Replacement Project, Leafland and Edward
In December of 2010 a sanitary sewer backup was reported by a homeowner. During investigation
the City crews could not open the blocked sewer. The sewer was then televised under the 2010
Annual Sanitary Sewer Inspection Program to find a portion of the 15 inch sewer main collapsed,
limiting further televising. The 2010 Miscellaneous Sanitary Sewer Improvement Project repaired
the sewer to restore flow. After the repair, the sewer was fully televised to find the remaining
condition of the pipe in poor condition and needing to be replaced. Because of the poor condition
of the sewer, a cured in place liner could not be used to repair it and the pipe needs to be removed
and replaced.
This replacement was not deemed an emergency by staff so the work was not completed under the
2010 Miscellaneous Sanitary Sewer Improvement Project. Due to the project size, a cost savings
was made by preparing plans and specifications to competitively bid the project.
Bid Opening
The project plans and specifications were prepared by the Public Works Engineering Division
staff. The project was advertised June 29, 2011, and bids were opened on July 20, 2011. The
results for the letting are as follows:
Page I 1
