To the extent possible and depending upon state <br /> and federal appropriations, IDOT shall make funding available to DUATS for the purpose of <br /> carrying out these responsibilities; <br /> 5.3 Subject to approval of the Policy Committee, DUATS is empowered to receive grants, <br /> loans, gifts, bequests and funding from Federal, State, and local units of government, and from <br /> public and private sources. All said funding shall be coordinated annually through the Unified <br /> Work Program (UWP); <br /> 5.4 The Policy Committee shall endorse and maintain the transportation plan, and shall <br /> annually review and endorse the Transportation Improvement Program (TIP), the Unified Work <br /> Program (UWP), and the Annual Listing of Obligated Projects (Annual Listing); <br /> 5.5 The Policy Committee shall direct and oversee the planning process to ensure the <br /> following in accordance with applicable Federal laws; involvement of appropriate public and <br /> private transportation providers; non-discrimination on the basis of age, race, income, color or <br /> national origin; appropriate involvement of minority business enterprises, women owned <br /> enterprises, handicapped owned business enterprises; maintain adequate plans and provisions for <br /> the transportation-handicapped. <br /> 5.6 Subject to approval by the Policy Committee, DUATS is empowered to enter into <br /> contracts and agreements with units of Federal, State, and local government, private <br /> corporations, not-for-profit organizations, partners and individuals for purposes within the <br /> authority of DUATS; <br /> 5.7 The Annual Listing shall be cooperatively developed and adopted annually by the Policy <br /> Committee after its development by the Technical Committee and appropriate IDOT and <br /> USDOT representatives. The Annual Listing shall include all federally funded projects <br /> authorized or revised to increase obligations in the fiscal year being reported and shall specify <br /> the type of work, termini of the project, the length of the project, the responsible agency, the <br /> amount of Federal funds requested in the TIP, the amount of Federal funds obligated during the <br /> report year, and the amount of Federal funds remaining and available for obligation in <br /> subsequent years. <br /> 5.8 The Policy Committee shall be responsible for other duties assigned by DUATS by-laws. <br /> Technical Committee <br /> 5.9 The Technical Committee shall provide technical advice and recommendations to the <br /> Policy Committee on all matters pertaining to the technical planning functions of DUATS and on <br /> other related matters referred to them by the Policy Committee; <br /> 5.10 The Technical Committee shall be responsible for other duties assigned in the By-Laws. <br /> DUATSInte�•go>>erf�rnet�lcrl Agrec�mertf, Octobe��?010 <br />
