Exhibit A <br /> A. Norfolk Southern Railroad—Identify current operations and future needs in NS yard. <br /> Develop potential schemes for shifting tracks in order to construct new underpass or <br /> overpass. Determine if certain tracks can be taken out of service for any period of time. <br /> Identify railroad utilities within the yard that would be impacted by rebuilding the underpass <br /> or by constructing an overpass. Identify locafions for substructure units for the overpass <br /> option. Discuss the issues related to maintaining the CN track under the NS yard for an <br /> overpass option. The fee was developed assuming that there will be six(6) meetings with <br /> Norfolk Southern. <br /> B. Canadian National Railway—Identify current operations and future needs of CN and how it <br /> may impact train traffic at Faries Parkway. Discuss potential for re-routing access to Tate& <br /> Lyle in order to eliminate CN track at NS underpass. Discuss issues relating to maintaining <br /> the CN track under the NS yard for an overpass option. The fee was developed assuming that <br /> there will be two (2)meetings with the Canadian National Railway. <br /> C. Archer Daniels Midland Company (ADM)—Identify current and future operations in terms <br /> of truck traffic and train traffic and how they might impact the grade separation at the NS <br /> yard as well as the intersections at Faries Parkway and William Street Road. Discuss the <br /> piping and processing that would be impacted by the underpass or overpass options. Identify <br /> any abandoned systems as well as those that will need to be maintained. Develop methods <br /> for staging and/or relocating piping systems that will be impacted.The fee was developed <br /> assuming that there will be six(6) meetings with ADM. <br /> D. Tate &Lyle—An initial meeting was held with Tate &Lyle to discuss their access to <br /> Canadian National Railway. Follow-up meetings will be held to determine if other access <br /> options to the CN are feasible. The fee was developed assuming that there will be two (2) <br /> meetings with Tate& Lyle. <br /> E. Ameren IP—Meetings will be held with Ameren IP regarding their utilities along Brush <br /> College Road. Any addition of lanes to the corridor will impact existing power poles and the <br /> substation located just north of the existing underpass. Costs associated with any relocation <br /> of these utilities will also be identified and included in the preliminary cost estimates of the <br /> alternatives. The fee was developed assuming that there will be four(4) meetings with <br /> Ameren IP. <br /> F. Brush College School—The school will be contacted to identify any current traffic issues as <br /> they relate to operations at the school.Potential impacts to the school as a result of the <br /> addition of traffic lanes will also be discussed. <br /> G. Decatur Public School District 61 —The school district will be contacted regarding bus <br /> routes along the Brush College corridor. <br /> H. Richland Community College—The college will be contacted to obtain information <br /> regarding student travel issues along Brush College Road. A questionnaire may be provided <br /> via an interlink to students and staff at Richland. <br /> I. Decatur Public Transit—Contact will be made to identify existing public bus routes and how <br /> closure of Brush College Road would impact operations. <br /> J. Decatur Park District—Contact will be made to discuss any future plans for bike trails along <br /> the Brush College Road corridor. <br /> K. Decatur Bicycle Club—Contact will be made to assess the need to accommodate bicycle <br /> traffic along the Brush College Road corridor. <br /> Scope 6-4-10 A-4 <br />
