Exhibit A <br /> L. Emergency Services (Police, Fire and Ambulance)—Meetings will be held to idenrify <br /> current emergency response routes and to discuss impacts to emergency services if Brush <br /> College Road were to be closed during construction. <br /> M. Economic Development Corporation of Decatur&Macon County—A meeting will be held <br /> to identify current and future development along the Brush College Road corridor. <br /> N. City of Decatur—In addition to monthly project progress meetings,meetings will be held <br /> relating to specific issues as alternatives are developed. The fee was developed assuming <br /> that there will be six (6)meetings with the City of Decatur in addirion to monthly progress <br /> meetings. <br /> O. Macon County—Meetings will be held with the Macon County Highway Department for <br /> input and comments as the various options are developed. <br /> P. Illinois Department of Transportation(IDOT)—Project coordination meetings will be held <br /> with IDOT to verify that appropriate policies and standards are being followed in the <br /> development of the various alternatives. The fee was developed assuming that there will be <br /> three (3) meetings with IDOT District 7 in Effingham. <br /> Q. Federal Highway Administration(FHWA)—Project coordination meetings will be held with <br /> IDOT/FHWA to verify that appropriate policies and standards are beinb followed in the <br /> development of the various alternatives. <br /> R. Illinois Commerce Commission—It is anticipated that meetings/hearings will be held with <br /> the ICC regarding the project.The fee was developed assuming that there will be two (2) <br /> meetings/hearings with the ICC in Springfield. <br /> S. Other Stakeholders—It is anticipated that as work on the project develops, other potential <br /> stakeholders may be identi�ied. They will be contacted and any input will be documented. <br /> Task 00200—Traf�c Analvsis <br /> 1. Existing Conditions Traffic Analysis <br /> A. Document Current Issues-URS will prepare a brief summary documenting the current <br /> traffic issues within the corridar. This will include discussion of previous traffic <br /> planning/engineering studies that impact the Brush College Road Corridor. In addition, <br /> existing non-motorized and transit operations will be summarized. <br /> B. Level of Service-URS will use the existing conditions data(a.m. and p.m. peak hour <br /> turning movement data)to develop a Synchro network of the Brush College Road Corridor. <br /> URS will use the intersection signa] timing plans provided by the City to setup the existing <br /> signal operations at William Street and Faries Parkway. Synchro will be used to determine <br /> the intersection level of service (LOS) at tbese two intersecrions. Highway Capacity <br /> Software will be used to identify the LOS at existing stop controlled intersections along the <br /> study corridor. <br /> C. VISSIM Model -URS will use the 24-hour traffic counts, vehicle classification, travel <br /> speeds, intersection turning movement counts, and the Synchro network to develop a <br /> VISSIM model of the study corridor. The VISSIM model will be constructed to show traffic <br /> operations between (and including)the intersections at William Street and Faries Parkway. <br /> The VISSIM model will also be developed to include side streets, major driveways (such as <br /> ADM and Brush College Elementary),the restricted roadway design at the underpass, and <br /> Scope 6-4-10 A-5 <br />
