URS will model the a.m. and <br /> p.m. conditions (based on the three-hour intersection turning movement counts) and <br /> document the existing deficiencies. As part of this process, we will develop video clips <br /> showing the existing traffic conditions that can be used in talking to the public or <br /> stakeholders. <br /> 2. Future Conditions Traffic Analysis <br /> A. Identify Planned Development-As part of the stakeholder interview process (Task 00160), <br /> URS will discuss future development plans and growth assumptions that could impact the <br /> future traffic operations within the corridor. This information will be used in developing <br /> baseline future year traffic volumes and travel patterns. <br /> B. Develop Future Year Volumes -URS will develop future year traffic volumes that will be <br /> consistent with the design year volumes needed to evaluate the underpass structure. This <br /> will likely be the year 2030 or 2035. It is possible that two growth scenarios,reflecting <br /> varying levels of development, would be used to analyze the future year traffic volumes. <br /> C. Level of Service-URS will use the growth scenarios and future year volumes to evaluate <br /> the a.m. and p.m. peak hour intersection level of service. Synchro will be used to identify <br /> future year signal timing plans for William Street and Faries Parkway. Synchro will then be <br /> used to determine the intersection level of service (LOS) at these intersections. Highway <br /> Capacity Software will be used to identify the LOS at sCop controlled intersections along the <br /> study corridor. <br /> D. VISSIM Model -URS will use the future year Synchro network to run the VISSIM model of <br /> the study corridor. Assumptions regarding future year rail activity will be developed based <br /> on discussions with the City, County, and surrounding employers. This information will be <br /> used in running the future year baseline conditions(do nothing scenario). As part of this <br /> process, we will develop video clips showing the future year traffic conditions that can be <br /> used in talking to the public ar stakeholders. <br /> E. Document Alternative Transportation Issues-URS will document potential future year <br /> issues related to alternative transportation modes including non-motorized and public <br /> transportation. <br /> F. Underpass Traffic Alternatives Analysis -URS will document the future year traffic <br /> conditions at the underpass location. Our team will then use this information, along with the <br /> remaining corridor conditions, to identify potential improvements at the NS crossing. <br /> G. Evaluate Improvement Scenarios -Based on the potential grade separation improvements <br /> that are identified at the NS crossing, URS will evaluate the scenarios from a traffic <br /> operations perspective. This will be done using Synchro and the VISSIM model to <br /> determine the overall impacts within the corridor. It is possible that some grade separation <br /> design concepts could result in closing existing side streets along the corridor. If this occurs, <br /> URS will reassign the traffic volumes from the closed streets to reflect the travel pattern <br /> shifts. URS will document various measures of effectiveness from the model including <br /> overall travel time,travel delays, and intersection LOS. Video clips from the VISSIM model <br /> will be produced to demonstrate the various traffic impacts associated with each design <br /> concept. It is anticipated that the VISSIM model would be used to analyze up to 4 <br /> improvement concepts. <br /> Scope 6-4-10 A-6 <br />
