Railroad track studies will be performed as part of an evaluation of alternatives. At the start of <br /> railroad studies,railroad geometric design criteria for the project,based on NS requirements, will be <br /> developed. The ultimate number of railroad tracks to be accommodated will be determined and <br /> alternatives for their configuration in cross section will be evaluated. <br /> For each of the alternates as described in Sections A through D below,this will consist of <br /> preparation of horizontal and vertical alignments,preparation of railroad typical sections, preparation <br /> of cross sections to determine construction limits, determination of utility impacts and ROW <br /> requirements, coordination with drainage designers, coordination with environmental engineers,and <br /> coordination with structure designers. <br /> A. Prepare preliminary track geometric and clearance studies for alternate of a railroad bridge <br /> with Brush College Road going under the existing railroad profile.Based on discussions and <br /> input from Norfolk Southern,track re-alignments and/or temporary track closures will be <br /> investigated.These options would allow some of the tracks to be shifted from their existing <br /> location in various stages so that the existing underpass could be removed and re-built in <br /> stages while maintaining necessary rail traffic.The track shift staging will most likely be an <br /> iterative process and may require several meetings with NS for concurrence with the various <br /> stages of track shifts to minimize impacts to their operations.The purpose of this alternative <br /> is to study the impacts of a roadway underpass while maintaining the existing profile of the <br /> railroad. <br /> B. Prepare preliminary track geometric and clearance studies for alternate of a roadway bridge <br /> with NS and CN Railroad remaining on existing profile and the Brush College Road profile <br /> raised over the existing railroad. The purpose of this alternative is to study the impacts of a <br /> roadway overpass while maintaining the existing profile of the railroad. <br /> C. Prepare track geometric studies and perform preliminary design for the alternate described in <br /> Section B above, but include provisions to reconstruct the CN underpass at the NS yard. <br /> D. Tate &Lyle has expressed their desire to maintain access to the CN Railway. In order to <br /> eliminate the CN track from the existing underpass at the NS crossing, URS will evaluate re- <br /> routing the CN track to Tate&Lyle facilities. The location of the existing CN tracks in <br /> Decatur will be identified and the feasibility of providing access to Tate&Lyle from another <br /> direction or through access agreements with other railroads will be evaluated. Pursuit of this <br /> option will require concurrence from CN and Tate&Lyle since current operating layouts <br /> may not support re-routing of the CN tracks. <br /> E. Prepare pre-final track geometric and clearance studies for each alternate above far public <br /> involvement exhibits and stakeholder meetings. The determination of the alternate to be <br /> carried forward from the Preliminary stage to the Pre-final stage will be the result of impact <br /> analysis and preliminary cost estimates. <br /> F. Prepare a preliminary cost estimate for railroad related work for each alternative. The cost <br /> will include Contractor costs and railroad force account costs. <br /> G. Prepare final track geometrics and clearance studies for the recommended alternative as a <br /> result of comments received during stakeholder and public coordination meetings for <br /> inclusion in the Phase I Project Report. <br /> Scope 6-4-10 A-9 <br />
