Exhibit A <br /> F. Perfarm preliminary design and sizing of primary superstructure elements. <br /> G. Determine configuration and arrangement of substructures and associated foundation <br /> system. <br /> H. Develop preliminary estimate of cost for the CN underpass structure. <br /> Task 00700—Environmental Studies <br /> URS will perform the following environmental tasks for the project: <br /> 1. Identify and analyze existing land use patterns,future land use, and existing and planned <br /> developments within the project limits. <br /> 2. Assess existing community features and social and economic factors and conditions to establish a <br /> baseline condition. URS will assess social and economic impacts based on data collected.This will <br /> include photo documentation pertaining to all residential and commercial buildings and land uses. <br /> 3. An Environmental Survey Request Form(ESRF) will be prepared and submitted far the project. The <br /> ESRF will be submitted after the initial project limits are established and will be revised and <br /> resubmitted if needed to reflect any changes in project limits or conditions determined during Phase <br /> I. URS will perform follow-up coordination with IDOT staff as needed regarding the ESRF. If <br /> federal funds are used for construction, IDOT will perform the necessary coordination with the <br /> various a�encies listed below and provide the resulting feedback to URS for inclusion in the Project <br /> Report. If federal funds will not be used for construction, URS will perform the necessary <br /> coordination with the following agencies: <br /> A. Archaeological/HistoricaUArchitectures (IHPA) <br /> B. Prime Farmland(USDA/NRCS/IDA) <br /> C. Wetlands (IDNR, USACOE) <br /> D. Stream Crossings (IDNR, USACOE) <br /> E. Biological Survey(INHS, IDNR, USDOI/F&WS) <br /> F. Special Waste Survey(ISGS) <br /> 4. Provide a photo log, map and map key of any potentially historic structures within the project limits. <br /> If access to private property is required, the ConsultanC will notify the City of Decatur who would in- <br /> turn prepare a certified delivery letter to property owners and provide a copy to the Consultant for <br /> field use. <br /> 5. Investigate the presence and condition of streams located within the project limits. This would <br /> include any likely outfall for a gravity drainage system for an underpass alternative. A summary of <br /> the information collected will be provided and this summary will be incorporated into the Project <br /> Repart. Potential impacts to floodplain,floodways, and water qualiry will be assessed based on the <br /> proposed improvements. Based on the assessment of surface water bodies within the project limits <br /> and potential water qualiry concerns, documentation summarizing this data will be included in the <br /> Project Report. <br /> 6. Prepare an Air Quality section of the project report. Since this is a grade crossing safety <br /> improvement and therefore exempt from conformity requirements, a Microscale Analysis is assumed <br /> to not be required. <br /> Scope 6-4-10 A-12 <br />
