January 21, 2010—Council Approved Resolution R2010-OS authorizing Intergovernmental <br /> Cooperation Agreement Addendum No. 1 for an additional fee of$349,000 for a total <br /> amount of$487,000. Addendum No. 1 authorized the Sanitary District of Decatur to <br /> include the new force main construction and construction engineering services to the <br /> original pump station Intergovernmental Cooperation Agreement. <br /> BACKGROUND: <br /> Pump Station History <br /> The K-mart pump station was built by the developer of the K-Mart Plaza in 1974 to serve the <br /> development. The pumps were replaced in 1985 without expanding the capacity of the pump <br /> station. Due to recent growth of the area around the K-Mart Plaza and the potential future growth in <br /> the area, the existing pump station and force main will not handle the projected flow and the pump <br /> station needs to be expanded to serve the developing drainage area. <br /> The recommended solution to serve the drainage area for the K-Mart pump station is to replace the <br /> existing K-Mart pump station and the force main. The new station and force main will be increased <br /> in size to handle the projected flow from the drainage area. <br /> Enlarging the pump station capacity requires the existing force main to be replaced with a larger <br /> diameter pipe and the discharge location changed to an existing sewer with greater capacity. The <br /> existing force main is a 4"diameter pipe installed from the K-mart pump station to a sanitary sewer <br /> at the intersection of Airport Road and Baker Woods Lane. The proposed force main is a 6" <br /> diameter pipe that would be extended to the intersection of East Cantrell Street and Mount Vernon <br /> Place where it will discharge into an existing 12" gravity sewer. <br /> Intergovernmental Agreement � <br /> The City currently has an Intergovernmental Cooperation Agreement in place with the Sanitary ', <br /> District of Decatur to design and construct the K-Mart pump station and force main. Under this ! <br /> agreement the City is to reimburse the SDD for the actual costs for design and construction up to <br /> $487,000. The cost breakdown for the agreement is as shown below. <br /> (a) Design of the New K-Mart Pump Station $ 25,000 <br /> (b) Construction ofthe New Pump Station and Force Main $395,000** <br /> (c) Construction Engineering ofNew Pump Station and Force Main $ 64,000 <br /> (d) Legal Administration $ 3,000 <br /> Total Estimated Costs $487,000 <br /> **This is the original construction estimate, the City is responsible for actual costs; competitive bids <br /> were received by the Sanitary District of Decatur on Apri17, 2010,the low bid price is $423,598. <br /> Public Letting Results <br /> The K-Mart Pump Station and Force Main was advertized on March 10, 2010 by the <br /> Sanitary District of Decatur and bids were received on Apri17, 2010.
