BACKGROUND: <br /> Franklin Street Bridge Improvement: <br /> In 2008, the City was informed by the Illinois Department of Transportation(IDOT)of their <br /> intention to replace the deck and portions of the substructure of the Franklin Street Bridge north <br /> of Eldorado Street in 2011. This planned work requires the removal and replacement of the City <br /> owned street lights mounted on the bridge. IDOT contracted with Foth Infrastructure & <br /> Environment, an engineering firm located in Champaign, Illinois, to perform the bridge <br /> rehabilitation design. The City also retained the services of Foth to provide the lighting system <br /> design in conjunction with the structure design work. <br /> Foth's lighting design is part of the bridge repair plans and the work will be completed under the <br /> IDOT construction contract. The proposed lighting design is to remove and replace street lights <br /> on the bridge that will provide an IDOT approved lighting system. The design includes new <br /> foundations, conduit, wire, and lighting controls. <br /> The City- State Agreement requires the passage of three resolutions and an ordinance: <br /> l. A Resolution authorizing the main agreement covering the repairs to the Franklin Street <br /> Overpass that includes the removal and reinstallation of the existing City maintained <br /> street lighting. The Agreement is for$55,200 and includes a provision to provide the <br /> additional funds necessary to cover the actual street lighting costs. This language <br /> encompasses clauses 3 through 6. <br /> 2. A Resolution appropriating Motor Fuel Tax funds to pay the City's portion of the work, <br /> currently estimated to be $55,200. The resolution includes a provision requiring the City <br /> to pass a supplemental resolution to provide additional funding if necessary to complete <br /> the lighting work. <br /> 3. A Resolution authorizing the Mayor to approve the street lighting plans and <br /> specifications that are included in the Franklin Street Overpass Improvement Project. <br /> City staff has reviewed the plans and specifications as prepared by Foth and finds them to <br /> meet the requirements of the City. The plans are on file in the City Engineer's office. <br /> 4. An Ordinance regulating encroachment on public right of way in the City of Decatur. <br /> This language is standard with IDOT agreements and covers any unauthorized structures <br /> that currently encroach or may encroach on the public right of way within the project <br /> limits. There currently are no known encroachments on the right of way in the project <br /> area.
