BACKGROUND:
Pump Station History
The K-mart pump station was built by the developer of the K-Mart Plaza in 1974 to serve the
development. The pumps were replaced in 1985 without expanding the capacity of the pump
station. Due to recent growth of the area around the K-Mart Plaza and the potential future growth in
the area, the existing pump station and force main will not handle the projected flow and the purrp
station needs to be expanded to serve the developing drainage area.
The recommended solution to serve the drainage area for the K-Mart pump station is to replace the
existing K-Mart pump station and also the force main. The new station and force main will be
increased in size to handle the projected flow from the drainage area.
Enlarging the pump station capacity requires the existing force main to be replaced with a larger
diameter pipe and the discharge location changed to an existing sewer with greater capacity. The
existing force main is a 4" diameter pipe installed from the K-mart pump station to a sanitary sewer
at the intersection of Airport Road and Baker Woods Lane. The proposed force main is a 6"
diameter pipe that would be extended to the intersection of East Cantrell Street and Mount Vernon
Place where it will discharge into an existing 12" gravity sewer.
Intergovernmental Agreement
The City is currently under an Intergovernmental Cooperation Agreement with the Sanitary District
of Decatur to design and construct the K-Mart pump station. Under this agreement the City is to
reimburse the SDD up to $138,000 for design and construction costs. The Addendum #1 amends
the original agreement for SDD to construct the K-Mart pump station by adding $349,000 to pay for
the force main construction.
The SDD maintains all of the City's pump stations by agreement. It was decided to amend the
initial agreement to add the force main onto the pump station replacement project to provide a
larger project to potentially receive more cost effective bids.
In accordance with the City's request, the SDD prepared Intergovernmental Cooperation
Agreement Addendum#1 to add the K-Mart Pump Station force main to the agreement. The
agreement includes the following costs:
(a) Design of the New K-Mart Pump Station $ 25,000*
(b) Construction of the New Pump Station and Farce Main $395,000**
(c) Construction Engineering of New Pump Station and Force Main $ 64,000
(d) Legal Administration $ 3,000
Total Estimated Costs $487,000
* Pump Station Design Completed
**Actual Construction Cost will be based on competitive bids.
The replacement work will require the City to secure additional property or easements. This
cost will be determined as property owner negotiations progress.
Costs for construction engineering are enumerated in agreements between the SDD and Bainbridge,
Page 2
