Bid Process The South Elevated Water Tank and Booster Pumping Station and the Water Distribution Main from the SWTP to the Elevated Tanks projects were advertised concurrently. The project plans and specifications were prepared by Bainbridge, Gee, Milanski and Associates (BGM). The projects were advertised August 9, 2009, and bids were opened on September 29, 2009. To receive a loan for the proposed work, the City is obligated to enter into contracts with the lowest, responsive, responsible bidders. BGM reviewed all bids and has researched the low bidders in order to make a recommendation for award. South Elevated Water Tank and Booster Pumping Station, City Project 06-17 The results for the letting are as follows: Compared to Engineer's Estimate Bidder Bid Price Over (-Under) Landmark Structures I, LP $2,588,000.00 6.68% Caldwell Tanks, Inc. $2,974,000.00 22.60% Phoenix Fabricators &Erectors, Inc. $3,147,300.00 29.74% Engineer's Estimate $2,425,850.00 ---------- Landmark Structures I, LP provided the lowest responsible bid for the proposed work. Landmark has not completed work in the City before; BGM has investigated their work record and has provided a recommendation(attached) stating that Landmark is able to complete the work as specified. They have successfully completed similar projects in other communities. This project will be completed in accordance with the Illinois Prevailing Wage laws. Approval for a loan from the IEPA along with contract bonds and insurance will be in place prior to approval to proceed with the work. Staff recommends that the City Council approve a contract with Landmark Structures I, LP to perform the 1,000,000 Gallon Composite Water Tower and Booster Pump Station project. Water Distribution Main from the SWTP to the Elevated Tanks, City Project 03-23 The results for the letting are as follows: Compared to Engineer's Estimate Bidder Bid Price Over(-Under) Atlas Excavating, Inc. $5,758,139.75 (-29.51%) Burdick Plumbing &Heating Company, Inc. $8,008,108.00 (-1.97%) Fischer Excavating, Inc. $8,590,625.85 5.16% Engineer's Estimate $8,168,990.00 ---------- Atlas Excavating, Inc. provided the low bid for the proposed work. Atlas Excavating has not completed work in the City before; BGM has investigated their work record and has provided a recommendation (attached) stating that Atlas is able to complete the work as specified.
