� <br /> A history of the water projects is attached as Appendix B. <br /> Project funding and schedule information is attached as Appendix C. <br /> Bid Process <br /> The South Elevated Water Tank and Booster Pumping Station and the Water Distribution Main from <br /> the SWTP to the Elevated Tanks projects were advertised concurrently. The project plans and <br /> specifications were prepared by Bainbridge, Gee, Milanski and Associates (BGM). The projects <br /> were advertised August 9, 2009, and bids were opened on September 29, 2009. <br /> To receive a loan for the proposed work, the City is obligated to enter into contracts with the lowest, <br /> responsive, responsible bidders. BGM reviewed all bids and has researched the low bidders in order <br /> to make a recommendation for award. <br /> South Elevated Water Tank and Booster Pumping Station, City Project 06-17 <br /> The results for the letting are as follows: <br /> Compared to Engineer's <br /> Estimate <br /> Bidder Bid Price Over (-Under) <br /> Landmark Structures I, LP $2,588,000.00 6.68% <br /> Caldwell Tanks, Inc. $2,974,000.00 22.60% <br /> Phoenix Fabricators &Erectors, Inc. $3,147,300.00 29.74% <br /> Engineer's Estimate $2,425,850.00 ---------- <br /> Landmark Structures I, LP provided the lowest responsible bid for the proposed work. Landmark has <br /> not completed work in the City before; BGM has investigated their work record and has provided a <br /> recommendation(attached) stating that Landmark is able to complete the work as specified. They <br /> have successfully completed similar projects in other communities. This project will be completed in <br /> accordance with the Illinois Prevailing Wage laws. Approval for a loan from the IEPA along with <br /> contract bonds and insurance will be in place prior to approval to proceed with the work. Staff <br /> recommends that the City Council approve a contract with Landmark Structures I, LP to perform the <br /> 1,000,000 Gallon Composite Water Tower and Booster Pump Station project. <br /> Water Distribution Main from the SWTP to the Elevated Tanks, City Project 03-23 <br /> The results for the letting are as follows: <br /> Compared to Engineer's <br /> Estimate <br /> Bidder Bid Price Over(-Under) <br /> Atlas Excavating, Inc. $5,758,139.75 (-29.51%) <br /> Burdick Plumbing &Heating Company, Inc. $8,008,108.00 (-1.97%) <br /> Fischer Excavating, Inc. $8,590,625.85 5.16% <br /> Engineer's Estimate $8,168,990.00 ---------- <br /> Atlas Excavating, Inc. provided the low bid for the proposed work.
