Marley, P.E., Director of Public Works �'s�/�L.� , � . �' <br /> SUBJECT: 2009 Trenchless Long Lining Repairs, City Project 09-28 <br />� SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve the attached resolution approving a contract in <br /> the amount of$409,565.60 for 2009 Trenchless Long Lining Repairs, City Project 09-28,to <br /> Insituform Technologies USA, Inc. as the lowest qualified bidder and that the Mayor be <br /> authorized to execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2009-10 Capital Improvements Plan which included an <br /> allocation of funds for this project. <br /> BACKGROUND: <br /> The purpose of this project is to repair structural deficiencies in the sanitary and storm sewer <br /> system with a minimum disruption to service and disturbance to the surface. Structural <br /> deficiencies include broken and missing pieces of pipe, offset pipe joints and voids. All of the <br /> project locations were derived from the annual televising inspection reports. <br /> The trenchless long lining process involves the insertion of a resin saturated flexible lining from <br /> manhole to manhole to repair the damaged pipe. Long lining differs from the point lining <br /> because point lining repairs only repair a few feet around a damaged area of pipe, whereas long <br /> lining the pipe repairs the entire pipe segment from manhole to manhole. Long lining is more <br /> cost effective on pipes that have many structural deficiencies or significant damage. Once the <br /> lining is in place, it is pressed to fit tightly against the walls of the sewer pipe by either water or <br /> air pressure. The liner is then heated to activate the resin system, causing the pipe lining to cure, <br /> and form a new structural pipe within the sewer pipe. During this process, excess resin is forced <br /> into cracks,joints and irregularities of the host pipe, resulting in a bond between new and old <br /> pipe. When curing is complete, lateral lines are re-opened using a remote controlled cutting tool. <br /> The 2009 Trenchless Long Lining Repairs Project will line approximately 11,000 lineal feet of <br /> 8", 10", 12", 15", 18" and 21" sanitary sewer. The project also includes lining approximately <br /> 225 lineal feet of 12" and 36" storm sewer that have structural deficiencies which are difficult to <br /> replace if a failure would occur. <br /> Page � 1 <br />
