� <br /> rR � . . <br /> FY 2009-10 <br /> HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM <br /> (HPRP) SUBRECIPIENT AGREEMENT <br /> THIS AGREEMENT entered this 28 day of September , 2009 by and between the <br /> City of Decatur, Illinois (herein called the "City") and Dove, Inc. (herein called the <br /> "Subrecipient"). <br /> WHEREAS, the City has applied for and received funds from the United States Government <br /> through the Homelessness Prevention Fund created urider title XII of Division A of the American <br /> Recovery and Reinvestment Act of 2009 ("Recovery Act"), Public Law 111-5, referred to as the <br /> "Homelessness Prevention and Rapid Re-housing Program (HPRP). This award is made <br /> pursuant to the Requirements for Homelessness Prevention and Rapid Re-housing Program <br /> under the Recovery Act, as published on March 19, 2009, as amended from time to time and any <br /> additional implementation guidance that may be published by the United States Department of <br /> Housing and Urban Development (HUD). <br /> WHEREAS, the City wishes to engage the Subrecipient to assist the City in utilizing such funds <br /> in accordance with HUD guidelines and Federal regulations; <br /> NOW, THEREFORE, it is agreed between the parties hereto that; <br /> I. STATEMENT OF WORK/PROJECT DESCRIPTIONi <br /> A. Activities: <br /> Homelessness Prevention and Rapid Re-Housing (HPRP) assistance is provided to <br /> rapidly transition program participants to housing stability, either through their own <br /> means or through public assistance, as apprapriate. Funding provided under HPRP is <br /> not intended to provide long-term support, nor will it be able to address all of the <br /> . financial and supportive service needs of individuals and families. The subrecipient <br /> may only use HPRP funds for eligible activities approved in their application and <br /> incorporated in this Agreement. The Subrecipient is required to implement HPRP- <br /> funded project activities in accordance with established policies and procedures in <br /> accordance with federal and city regulations and guidelines. <br /> The Subrecipient will be responsible for administering activities beginning in the <br /> FY2009-10 program year in a manner satisfactory to the City and consistent with any <br /> standards required as a condition of providing these funds.
