Dove has identified agencies which it may sub-grant specific responsibilities. Those <br /> agencies have existing structures to administer specific responsibilities and will <br /> handle the utility assistance and hotel voucher programs. <br /> D. Performance Monitoring <br /> The City will monitor the performance of the Subrecipient against goals and <br /> performance standards required herein in accordance to the HPRP requirements and <br /> as amended. Substandard performance, as determined by the City, will constitute <br /> noncompliance with this Agreement. If action to correct such substandard <br /> performance is not taken by the Subrecipient within a reasonable period of time as <br /> specified by the City and in accordance to the HPRP, after being notified by the City, <br /> Agreement suspension or termination procedures will be initiated. In such case, Dove <br /> must return any unused fund promptly. <br /> II. TIME OF PERFORMANCE <br /> Services of the Subrecipient shall NOT begin until a Notice to Proceed has been issued by the <br /> Economic and Urban Development Department-Neighborhood Redevelopment Division of the <br /> City. The term of this Agreement and the provisions herein shall end at completion of the fiscal <br /> year, September, 2011. Program income proceeds (if applicable) shall be accounted for <br /> quarterly, and shall be used only for the purpose outlined in the proposal. All program income <br /> will revert to City if Subrecipient fails to adequately demonstrate that program income was spent <br /> as agreed, or if the Subrecipient ceases to exist. <br /> III. Any <br /> amendments to this budget must be approved in writing by the City and the Dove, Inc. <br /> (Exhibit B) <br /> IV. PAYMENT <br /> It is expressly agreed and understood that the total amount to be paid by the City under this <br /> contract shall not exceed 622 144.
