� Comprehensive Physical and Procedural Audit of the Evidence and Property Control System <br /> • Clackamas County (OR) Sheriff's Department <br /> He is a past Vice President of the Illinois Academy of Criminology and a member of the International <br /> Crime Scene Investigators Association (ICSIA) and the Illinois Association for Property and Evidence <br /> (IAPE) <br /> Mr. Doran holds a Masters Degree in Public Administration (With Honors) from Roosevelt University, a <br /> Bachelors Degree in Administration of Criminal Justice (With Honors) from the University of Illinois at <br /> Chicago and attended John Marshall Law School, Chicago, Illinois. <br /> Mr. Doran is the Chairman of the Supervisory Audit Committee of the Metro Federal Credit Union, <br /> Arlington Heights, Illinois. This is an unpaid position appointed by the Credit Unions Board of Directors <br /> based upon demonstrated knowledge and skills in conducting analytical procedural audits. Among other <br /> duties the Supervisory Committee is responsible for contracting with and overseeing the conduct of the <br /> annual financial audit by a CPA firm. <br /> Previous Physical and Procedural Audits, Studies and Technical Assistance Experience <br /> Previous related audits, surveys and studies of police evidence and management systems R.A. Doran & <br /> Associates has directed and participated in include: <br /> • Expert Witness, 2009 <br /> Retained as an expert witness in a state civil law case, Degon v. Petersham, Massachusetts, to analyze <br /> the Police Department's physical and procedural security of the evidence room and the methods <br /> employed in securing seized firearms within the evidence room. <br /> • Expert Witness, 2006 <br /> Retained as an expert witness in a federal criminal law case, United States v Carrell, to analyze the <br /> police agency's post-arrest towing of defendanYs vehicle and the inventory of the evidentiary items <br /> (firearms) seized. Also analyzed the pre-arrest activities of the pursuing and seizing officer, for <br /> "reasonable suspicion" to determine the propriety of approach and pursuit of defendant and the seizure of <br /> physical evidence. <br /> • Expert Witness, 2005 <br /> Retained as an expert witness in a federal civil rights law suit, Jones v. City of Albuquerque, to <br /> comprehensively analyze the Police DepartmenYs evidence management policies, procedures and <br /> practices for Constitutional, statutory, and federal case law compliance. Included critically reviewing <br /> previous procedural and physical audits conducted by City auditors of the Police DepartmenYs evidence <br /> control system. <br /> Evidence and Property Management Audits and Studies Conducted <br /> Mr. Doran has been retained as a consultant and has personally conducted forty (40) comprehensive <br /> procedural audits and physical inventories of police evidence and property systems throughout the United <br /> States. <br /> • Southfield (MI) Police Department, 2009—Contract pending <br /> Physical audit of items in custody, items disposed of, "aging" of evidence and property in custody.
