Conduct an introductory meeting with appropriate representatives from the City of <br /> Decatur to establish investigation guidelines to minim¢e interference with the <br /> current parking and building operations during our evaluation. If necessary and <br /> more expedient for our review, we will perform our field evaluation work during the <br /> evenings or on weekends. We will at no time disrupt the normal operations of the <br /> parking facilities or neighboring locations and their operations. <br /> B. Review the goals of the project with the City of Decatur to assure that the necessary <br /> aspects of the study are included. <br /> 1 .2 Research <br /> A. To the extent they are available, review original design documents for each <br /> structure; including original design drawings, specifications, previous reports, <br /> previous repair documents, etc. <br /> B. Meet with and interview the appropriate on-site building personnel to help <br /> understand the history of the parking structures. Maintenance history, including the <br /> attention given to known problems and existing damage, will be useful in <br /> developing long-term repair and protection programs. <br /> 1.3 Evaluation <br /> A. Provide a condition assessment of the parking garage decks to determine quantities <br /> and locations of items of deterioration, such as cracking, scaling, spalling, and <br /> rusting of concrete and/or steel structural elements. This would include a chain drag <br /> mechanical sounding on representative areas of floor surfaces to identify <br /> spalled/delaminated concrete. Sounding of other elements including soffits, vertical <br /> surfaces, beams, columns, etc. would be completed as necessary to estimate <br /> quantities. <br /> B. Determine the general structural condition of the parking garages including <br /> precast panels and brick work. <br /> C. Review architectural systems, components and hardware, including stairwells and <br /> enclosures, rails, doors, handrails, spandrel panels and connections, painting, the <br /> building exterior, etc. Determine the condition and adequacy of the windows in <br /> Garage B. <br />
