Page 2 of 3 <br /> Decatur Memorial Health Foundation Institutional Overlay District <br /> January 8, 2009 <br /> Amend Section XX.C.8.a.vi. by deleting: <br /> An electronic message unit measuring not more than 31 square feet in area shall <br /> be permitted at the southwest corner of McKinley Avenue and North Main Street; <br /> such message unit shall only be permitted on the North face of the sign. Such <br /> sign shall be constructed and installed as illustrated in Exhibit "B" attached hereto <br /> and hereby made a part hereof. <br /> Amend Section XX.C.8.a.vi. by adding: <br /> Four(4) Electronic Message Unit signs shall be pertnitted. The four(4)permitted <br /> locations are as follows: <br /> 1. The Southwest corner of the intersection of North Main Street and West <br /> McKinley Avenue. <br /> 2. The Northwest corner of the intersection of North Main Street and West Kenwood <br /> Avenue. <br /> 3. The Southeast corner of the intersection of West McKinley Avenue and North <br /> Monroe Street. <br /> 4. The Northeast corner of the previously vacated West Hay Street and North Monroe <br /> Street. <br /> The four(4)permitted Electronic Message Unit signs shall not exceed 25 feet in height <br /> and shall not exceed 100 square feet in area. The Electronic Message Unit portion of the <br /> sign shall not exceed 50 square feet in area. The Electronic Message Unit shall be <br /> dimmed to 50 percent between the hours of 10:00 p.m. and 6:00 a.m. <br /> STAFF ANALYSIS <br />, 1. The proposed amendment to the Institutional Overlay District is in compliance with the intent <br /> of Section XX of the Zoning Ordinance. <br /> 2. The electronic message unit signs will allow the hospital to provide information to the public <br /> pertaining to the hospital campus facilities as well as provide community announcements. <br /> 3. The request is to place an Electronic Message Unit sign at each of the four (4) main entry <br /> points so that hospital clients and visitors may better navigate within the campus. There are <br /> currently four (4) freestanding standing signs where the proposed Electronic Message Unit signs <br /> will be located. This proposed signage will help to reduce the time for clients to receive much <br /> needed medical attention. The Electronic Message Units will be able to communicate if there is <br /> any construction which may otherwise hinder the movement of clients and visitors on campus. <br /> 4. The City Council recently approved an amendment to the sign ordinance which would allow <br /> for this type of signage however, the Overlay District has certain restrictions concerning EMU's. <br /> The amendment to the Overlay District to allow these signs is consistent with the intent of <br /> Section XXV (Signage) of the Zoning Ordinance. <br />
