Excerpts from Plan Commission Minutes of June 5,2008 continuec�: <br /> Mr. Phil Cochran,representative, was sworn in by Mrs. Poland. <br /> Mrs. Jackie Bullard entered the meeting at 3:12 p.m. <br /> Mr. Cochran stated he was here today representing the developer, Mr. Dan Dougherty, who was <br /> also present. <br /> Mr. Cochran stated that Mr. Dougherty has been looking several yea.� for a location for a state <br /> of the art carwash. He said Mr. Dougherty feels this is a good locatiom with a high traffic count. <br /> All of the utilities are in place for the site. <br /> Mr. Cochran said that Mr. Redding who lives just north of the site is here today. He stated there <br /> has been a drainage issue with Mr. Redding since the construction of t�e Dowd warehouse at the ' <br /> northeast corner. The site plan detailed a swale that should take water off his property and it was I� <br /> improperly constructed. A corrected plan has been submitted and approved by Engineering and ' <br /> a deadline was placed on Mr. Dowd. Mr. Dowd did not meet this d�adline but some work has <br /> been done. Mr. Cochran stated this site is not near Mr. Redding and will not contribute to this <br /> drainage problem as the water goes into a storm sewer. <br /> Mr. Joseph Walston was sworn in by Mrs. Poland. � <br /> Mr. Walston stated he lives directly east of the proposed carwash �d feels that an additional <br /> carwash will create an abundance of traffic. He would like to see ow the traffic is going to ! <br /> flow, the access, and if there is a curfew on the carwash or if it w 11 be open all night. Mr. <br /> Walston said they were told a site barrier would be planted by the ex�sting carwash and this has <br /> not been done. The warehouse does have a site barrier but he feels it is not large enough. <br /> Mr. Cochran stated the site plan shows there is no access onto Cowgil� for the proposed carwash. <br /> The entrance is through the existing access off of Martin Luther King, Jr. Drive which is also <br /> used for the existing service station. Any water that is not recycled b the carwash goes into the <br /> sanitary sewer system. Mr. Cochran said the carwash will be a dawn t� dusk operation. , <br /> Mr. Ray Redding was sworn in by Mrs. Poland. <br /> Mr. Redding stated he has drainage problems from the warehouse that Mr. Dowd constructed <br /> and is afraid he will have additional drainage problems when Ithe proposed carwash is <br /> constructed. Mr. Redding submitted photos of his property. He state'd his septic tank is full for <br /> months due to the drainage from Mr. Dowd's development. Mr. edding said access from <br /> Cowgill to Mound Road is almost impossible at times due to the amq�unt of traffic there is now. <br /> The existing carwash is very noisy and he asked if it would be possible to do a sound test done <br /> on a nice weekend when the cars are backed up and both carwash bay are running. <br /> Ms. Suzy Stickle stated the only Zoning Ordinance concerning noise�s in an M-2 District which <br /> is zoned for heavy industrial. <br /> Mr. Redding stated prior to construction the neighborhood was tol� several things about the <br /> existing carwash which were either changed or did not take place Mr. Redding stated the <br /> neighborhood is not opposed to progress but they feel that what is �oing to be done should be <br /> done right. <br /> Mr. Smith stated he appreciated what Mr. Redding is saying but the Plan Commission has one <br /> (1) issue today, the proposed carwash, which needs to be addressed. He said the other issues the <br /> neighborhood has will be recommended to staff for review. <br />
