Excerpts from Plan Commission Minutes of June 5,2008 continue : <br /> Mr. Matthew Jackson asked if the drainage for the east one-third (1/3� of the property could be <br /> changed to make the drainage better. <br /> Mr. Cochran stated all the surface drainage is from west to east whi h is the natural drainage <br /> pattern. Mr. Redding's drainage problem is from north to south. He aid that City Engineering <br /> is aware of the problems in the area. Mr. Dowd has been given a deadl ne to complete the work. <br /> Mr. Walston stated that he is in possession of a letter dated June 25, 1 99 which states the traffic <br /> count to be 21,300 on Mound Road at that time. Mr. Walston believes the traffic count now <br /> must be enormous. Mr. Walston stated it is difficult to get out onto M und now with just the one <br /> service station and feels there will even be more traffic once the carw h is constructed. <br /> Mr. Elmer Webb was sworn in by Mrs. Poland. <br /> Mr. Webb lives directly across from Mr. Dowd's warehouse at 3�12 North Cowgill. Mr. <br /> Webb's concerns with the proposed carwash are noise, pollution, and ice on the road in the <br /> winter from excess water. ' I <br /> Mr. Redding read a letter from Douglas and Deborah Griffin who could not attend today's I� <br /> meeting (see attached). I I <br /> Ms. Sheri Hart was sworn in by Mrs. Poland. I <br /> Ms. Hart said she lives at 3940 North Cowgill. She stated every time it rains they are flooded I, <br /> out by the drainage from the warehouse and she is concerned about th additional drainage from <br /> the proposed carwash. She is also concerned about the increase in traffic and the additiorial <br /> lighting. , <br /> Mr. Smith asked that the Plan Commission members keep the proposed carwash separate from <br /> the problems the residents are having with the previous development. <br /> Mr. John Mickler stated he does not believe this project meets two (2 of the three (3) standards <br /> of a Conditional Use Permit. He does not think it is necessary f public convenience and <br /> location which is based mostly on the traffic. There is a lot of congest on there now and the way <br /> it is designed is not going to help things especially when the carwash s heavily used. He is also <br /> concerned about the entrance being close to the intersection and does not think it will enhance <br /> public safety at the intersection. <br /> Mr. Jay Dunn asked if Mr. Cochran would address the question of t e drainage both from the <br /> water that will be used for the proposed carwash and the runoff water fter it rains. <br /> Mr. Cochran stated the carwash water is recycled and any water whic can not be recycled goes ' <br /> into the sanitary system. When this site was first developed there wer no sanitary sewers in the <br /> area and a pump station was built by the developer at the time which ovides service to all these <br /> properties. This property, as is the existing carwash, is tied into the s itary sewer and does not <br /> discharge anything on the surface. Storm drainage is from west to eas which follows the natural <br /> drainage. There is a culvert under Cowgill which is partially plugg d on one side which City <br /> staff is looking into. A storm sewer is located on the south side of e warehouse which runs <br /> westerly. The carwash will be tied into this storm sewer to catch any surface drainage off of the <br /> site. Two (2) drainage facilities on the west side of Cowgill were cons ructed and sized to handle <br /> the entire site as per City Engineering requirements. Mr. Redding's ainage problem is surface <br /> drainage which flows north to south off his property which was blocke by the berm on the north <br />
