Stewart,Transportation Planner��j <br /> � <br /> SUBJECT: Rezone from R-3, Single Family Residence District to B-1 eighborhood Shopping <br /> District in the 2500 Block of North Church Street <br /> SUMMARY RECOMMENDATION: Staff recommends approval of tl�e rezoning from R-3 Single <br /> Family Residence District to B-1 Neighborhood Shopping District. The rezoning and proposed <br /> commercial use is consistent with the intent of the Comprehensive Plan an the Decatur Urban Comdors <br /> Plan. The City Plan Commission voted 11-0 to recommend approval of th s petition at the July 3, 2008 <br /> meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is located in the 2500 Block of Nort Church Street and contains <br /> approximately 0.73 acres and is vacant. � <br /> The petitioners propose to rezone the five (5) lots from R-3 Single Fami y Residence Dish-ict to B-1 <br /> Neighborhood Shopping District in order to develop the property commer�ially. One of the petitioners <br /> intends to utilize the eastern portion of the subject properly for a drive�through coffee shop. This <br /> petitioner has also petitioned for a conditional use permit to operate the facility. <br /> The surrounding zoning includes R-3, Single Family Residence District to t e north, O-1, Office District <br /> to the south, B-1, Neighborhood Shopping District to the east and B-2, Co mercial District to the west. <br /> The Decatur Urban Area Land Use Plan shows this area as a Low Density esidential and Commercial. <br /> The proposed use is compatible with adjacent uses in the surrounding area. he rezoning should not have <br /> an adverse effect of the surrounding area. The previous use of the pro�erty was Bob's Roast Beef <br /> Restaurant parking which was located at this particular site for a number of ears and it did not appear to <br /> have had an adverse effect on the neighbarhood. <br /> POTENTIAL OBJECTION: There were no known objectors at the Plan C mmission Meeting. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Jos lyn A.
