No. 07-13 Petition of DMH FOUND TION to vacate the <br /> alleyway between the 200 locks of West Pythian <br /> and West Damon Avenue <br /> Cal. No. 07-14 Petition of DMH FOUND TION to vacate the <br /> 2600 Block of North Union oulevard <br /> Ms. Stickle stated that Mrs. Stewart will read both Cal. No. 07 13 and Cal. No. 07-14 <br /> together but there will be two separate votes. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The petitioner is requesting vacating public right-of-way in the Alleyway between the <br /> 200 Blocks of West Pythian and West Damon Avenues and als in the 2600 Block of <br /> North Union Boulevard. The vacation will enable the petitioner o further develop their <br /> campus with a cancer center. <br /> The petitioner currently owns all of the property adjacent to the alleyway with the <br /> exception of Lot Nine (9), Block Four (4) of Pythian Home Addition in which the <br /> petitioner has a contract to purchase the property. <br /> St. John's Lutheran Church has been notified by the petitioner r garding the vacation of <br /> North Union Boulevard and has no objections. The petitioner wns all other adjacent <br /> properties. <br /> Letters were sent to AmerenIP, Insight Communications and AT T notifying the utility <br /> companies of the vacation request. An easement will be reserved or utility access. <br /> An appraisal was submitted by the petitioner for the alleyway w th an estimated market <br /> value of $3,000.00. A second appraisal was obtained by the ity with an estimated <br /> market value of$2,400.00. The petitioner will pay the City of D catur $3,000.00 for the <br /> vacated alley right-of-way. <br /> An appraisal was submitted by the petitioner for North Uni n Boulevard with an <br /> estimated market value of$22,000.00. A second appraisal was o tained by the City with <br /> an estimated market value of $14,480.00. The petitioner will ay the City of Decatur <br /> $22,000.00 for the vacated alley right-of-way. <br /> Staff is of the opinion that the best interests of the City of Dec tur would be served by <br /> approving the request to vacate the alley right-of-way and street r'ght-of-way. <br /> Staff recommends approval of the petitions. <br /> Mr. John asked if both vacations were located in the institutional verlay district. <br />
