Mr. John state that he thought in the <br /> institutional overlay district, the submittal of a master plan was re uired. <br /> Ms. Stickle stated that the plan could be started because they alre dy had the zoning and <br /> owned the land. Ms. Stickle stated that each individual parcel would not have to be <br /> rezoned. <br /> Mr. Terry Smith stated that he thought a master plan would have o be submitted as each <br /> petition came forward in the institutional overlay district. <br /> Mr. Mickler stated that the petitioner notified St. Johns Luthera Church regarding the <br /> vacations and the church had no objections. Mr. Mickler as ed whether City staff <br /> contacted the church. Mr. Mickler stated that the very north edg of Union is critical for <br /> access to the church off of Damon. <br /> Mrs. Stewart stated that city staff has a letter from St. Johns Luth ran Church stating that <br /> they have no objections. <br /> Mr. Phil Cochran, representative for petitioner, was sworn in by rs. Althoff. <br /> Mr. Cochran stated that because of the new project proposed t o months ago DMH is <br /> interested in vacating the right-of-way. Mr. Cochran stated th t the proposed project <br /> would sit on Pythian which was previously vacated with the ap roval of the City Plan <br /> Commission and the Decatur City Council. Mr. Cochran stated t t DMH owns all of the <br /> properties on both sides of the alleyway except for one property which the hospital will <br /> take ownership on April 20. Mr. Cochran stated that he was inv lved in the vacation of <br /> Union Street from Pythian south to McKinley and at that time ere was an agreement <br /> reached with St. Johns Lutheran Church and DMH which ind' ated they will always <br /> provide access for the hospital from McKinley. Mr. Cochran rea a letter from St. Johns <br /> Lutheran Church to DMH regarding the Union Street vacation sta ing that the church was <br /> aware of the petition of DMH to vacate a portion of the Un on Street right-of-way <br /> between Pythian and Damon and they do not object to the vacati n. Mr. Cochran asked <br /> why the Plan Commission is worried about access since the Ch ch signed off that they <br /> are satisfied with the access. � <br /> Mr. Mickler asked who signed the letter from St. John's Lutheran Church. <br /> Mr. Cochran stated John Herbert signed the letter and that the lett r was on letterhead. <br /> Mr. Mickler asked how the city verifies who is signing the letter nd if the person signing <br /> the letter has the authority to do so. <br />
