The petitioner owns the property abutting the right-of-way to th east. St. Paul's Lutheran <br /> Church owns the property abutting the right-of-way to the west. he southern portion of the <br /> right-of-way to be vacated abuts the alley and the northern portion buts the West Main Street <br /> right-of-way. Currently there is no access for thru traffic on this po ion of the right-of-way as <br /> there is a guard rail and fencing crossing the right-of-way not allowin north/south access. <br /> PROJECT DESCRIPTION <br /> 2. The petitioner is requesting the vacation of the 30 by 152 foot ection of the South Union <br /> Street right-of-way. The Salvation Army would like to utilize this po ion of the right-of-way for <br /> parking in their proposed Planned Development. <br /> STAFF ANALYSIS <br /> 1. All utilities have been notified and have no objections to the vacation request. Utility <br /> easements will not be required. The abutting property owner has been notified and has no <br /> objections to the proposed right-of-way vacation. <br /> 2. An appraisal for the right-of-way vacation was submitted by the etitioner with an estimated <br /> market value of$2,250. A second appraisal was obtained by the Cit with an estimated market <br /> value of$4,100. The petitioner will pay the City of Decatur$4,100 fo the vacated right-of-way. <br /> 3. The closing of this portion of the South Union Street right-of-way does not appear to have an <br /> adverse affect on the general public. <br />
