III. STATEMENT OF PROBLEM <br /> The philosophy of the Decatur Police Department has been to concentrate hire back <br /> patrols in areas where they will have the most impact. This philosophy has enabled the <br /> Decatur Police Department to have a greater impact on identifying and arresting the <br /> individuals or ou s who are most res onsible for criminal activity. This makes the <br /> �' P P <br /> neighborhoods safer and creates a positive environment for the citizens who live in the <br /> specific neighborhoods. Bicycle patrols have been a successful part of this equation both <br /> for the development of community relations as well as the ability to reduce crime in a <br /> specific area. <br /> The purchase of additional X-26 Tasers will enable more officers to have the availability <br /> of non-lethal technology which will reduce both officer and citizen injuries. <br /> IV. GOALS, OBJECTIVES, and PERFORMANCE INDICATIORS <br /> Program Goa1 1: Concentrate enforcement on the small number of individuals or groups <br /> of individuals responsible for a large portion of crime. <br /> Objective 1: Identify the individuals and geographic azeas with higher levels of crime and <br /> drug activity. <br /> Objective 2: Schedule hire backs during times and in areas when crime and drug activity <br /> is at its peak and arresting the individuals or groups responsible. <br /> Program Goa12: Purchase fifteen(15)X-26 Tasers. <br /> Objective 1: Identify the most effective and efficient means to distribute X-26 Tasers to <br /> ensure Tasers are available on all shifts. <br /> Objective 2: Provide training to officers who will be receiving Tasers. <br /> V. PROGRAM STRATEGY <br /> Identification of individuals or geographic areas where hireback patrols will be deployed <br /> by utilizing information collected from the crime analysis unit,records, police reports, <br /> Uniform Crime Reports and officer and citizen knowledge. Once individua.ls or areas are <br /> identified for enhanced enforcement activity hireback patrols will be deployed consisting <br /> of two officers per patrol with each patrol lasting a minimum of 4 hours. <br /> Fifteen(15)X-26 Tasers and 100 additional cartridges will be purchased enabling the <br /> Decatur Police Department to complete deployment of Tasers on all three patrol shifts <br /> greatly expanding the non-lethal capabilities of the Department. Each X-26 Taser will <br /> cast$810 and cartridges aze$22 each. Tota1 cost for the X-26 Tasers will be <br /> approximately$12,150. Tota1 cost for the cartridges will be approximately$2200 for a <br /> total project cost of approximately$14,350. <br />
