� � , <br /> • GRANT OF LICENSE RELATING TO <br /> WEST MAIN STREET RESTORATION PROJECT <br /> THIS AGREEMENT made this �'1 da o �"'r�� 2008 between <br /> Y , , <br /> MILLIKIN UNTVERSITY (hereinafter referred to as "University") d the CITY OF <br /> DECATUR, an Illinois municipal corporation, in the State of Illinois (hereinafter referred to as <br /> "City"), <br /> WITNESSETH: <br /> WHEREAS, the City has started a West Main Street Restoration Project ("Project") in <br /> Decatur, Illinois; and <br /> WHEREAS, the Project has been substantially completed from the corner of Church and <br /> West Main Streets to the corner of Oakland Avenue and West Main Street in Decatur, Illinois; <br /> and <br /> WHEREAS, the City expects to extend the Project from Oakland Avenue in a westerly <br /> direction to Fairview Avenue in Decatur, Illinois; and <br /> WHEREAS, the Project along West Main Street involves roadway and sidewalk <br /> reconstruction; the construction of a bicycle trail running parallel with the sidewalk and West <br /> Main Street; lighting changes and additions; and landscaping; and <br /> WHEREAS, part of the Project will also include work along the 100 blocks of North <br /> Oakland Avenue and North Fairview Avenue. The work on Oakland Avenue involves sidewalk <br /> improvements and the construction of a pedestrian canopy. The work on Fairview Avenue <br /> involves sidewalk and lighting improvements and the construction of a median in the street; and <br /> WHEREAS, the Project described above will be extending along property owned by the <br /> University; and <br />
