The resolution authorizes the Mayor to execute an agreement with Tele Scan, <br /> Inc., for the expenditure of up to $35,000 for the investigation and mapping services necessary in <br /> the maintenance of the City's storm sewer system and in meeting the mandates of the National <br /> Pollutant Discharge Elimination System (NPDES) permit the City is currently operating under. <br /> BACKGROUND: <br /> On Janu 23, 2003, the Cit Council authorized a ermit with the Illinois Environmental <br /> �'Y Y P <br /> Protection Agency (IEPA) for the operation of the City's storm water collection system. The <br /> major requirements of this permit are for the City to develop storm water ordinances for <br /> construction site erosion control, non-storm water discharges, and storm water management for <br /> land development; public education and involvement; and the complete mapping of the City's <br /> storm drainage system. <br /> Over the past two years the City Council authorized agreements with Tele Scan, Inc., to assist <br /> City staff with identifying and mapping the City's storm drains. Under the past two contracts, <br /> Tele Scan mapped approximately over one half of the City. This information is currently being <br /> placed on the City's utility maps in accordance with the requirement of the NPDES permit. <br /> As noted in previous correspondence to the City Council, the construction oversight <br /> requirements placed upon the Engineering Division have not allowed adequate time for staff to <br /> complete the work required by the NPDES permit. Tele Scan is currently performing a very <br /> vital project for the City in the televising and other investigative work for the sanitary sewer <br /> system. Tele Scan's expertise and investigative ability lends itself quite well to the investigation <br /> and mapping services required for the fulfillment of the storm drain portion of the City's permit <br /> obligations. <br />
