JACKSON, for a Conditional <br /> Use Permit for the premises located at 308 West Main <br /> Street(aka 300 West Main Street)to allow for a mixed use <br /> (residential use and office use) in the historic structure. <br /> Ms. Miller gave the recommendation of staff: <br /> The Linn House (approximately 5500 square feet) occupies the 18,544 square foot <br /> property located at 308 West Main Street. The building has recently been used as an <br /> office for the Democratic Party and for the Jones and Thomas Advertising firm. <br /> Currently there is parking on the west and north sides of the building. <br /> The petitioner is requesting a conditional use permit to use the structure as a residence <br /> and as a family practice physician's office. <br /> The petitioner plans to add porches and a lift to the structure to accommodate both uses. <br /> The rear portion of the first floor will be used as the doctor's office. The remainder of <br /> the first floor and the second floor will be living space. The office will be handicapped <br /> accessible. The petitioner plans to remove the parking at the reaz of the structure and <br /> construct a new three-car garage. <br /> The subject property is located between the Downtown Business District and the locally <br /> designated West End Historic District, within the boundaries of the Decatur National <br /> Register Historic District. Most of the properties in this area aze zoned 4�1 Office <br /> District; the azea serves as a buffer between the Downtown Business District and the <br /> Residential District to the west. Most properties located within the block are office uses; <br /> St. Paul's Lutheran Church is located across the street. <br /> A Conditional Use permit.will allow a mixed us�-residential and any combination of <br /> office and/or commercial in the same building in an al Office District. The public <br /> health, safety and welfare will be protected and the use will not be detrimental to property <br /> values in the neighborhood. <br /> The historical and architectural character of the building will be preserved. The only <br /> changes proposed to the exterior is the addition of porches that match the style of , <br /> previous porches located on the structure. A three car garage will be located at the rear of <br /> the structure eight feet from the existing building and three feet from the property line as <br /> required by the Zoning Ordinance. <br /> Adequate pazking for the physician's office as well as the residence will be provided on <br /> the site. The side yard parking lot setback of five (5) feet will not be raquired as the <br /> parking lot is existing and there aze no pazking lot changes proposed in this portion of the <br /> pazking lot. The proposed landscaping meets the requirements of the Zoning Ordinance. <br />
