Excerpts of Decatur City Plan Commission July 7, 2005 <br /> Cal. No. OS-28 Petition of DECATUR EARTHMOVER CREDIT <br /> UNION, to rezone the premises at 2995 East Pershing <br /> Road from B-1 Neighborhood Shopping District to <br /> O-1 Office District. <br /> Mr. Greg Crowe was sworn in by Ms. Jesse. <br /> Mr. Crowe gave the recommendation of staff: <br /> The subject property contains approximately 30,000 square feet. The site houses a <br /> Decatur Earthmover Credit Union ATM with a circle access drive. <br /> The site was rezoned from O-1 Office District to B-1 Neighborhood Shopping District by <br /> the City Council in May 1999. Decatur Earthmover Credit Union petitioned for the <br /> rezoning to allow for the construction of a drive-up banking facility which has not been <br /> constructed and is cunently not part of future plans for the Credit Union. <br /> The petitioner wants to rezone the property to O-1 Office District to allow for the <br /> construction of an electronic message unit that is not allowed in, a B-1 Neighborhood <br /> Shopping District. <br /> The electronic message unit will be housed within a Decatur Earthmover Credit Union <br /> freestanding sign to be constructed. <br /> The site's surrounding zoning is O-1 Office District to the south and west and M-2 Heavy <br /> Industrial to the north and east. The rezoning is consistent with the surrounding zoning <br /> and current land uses. <br /> The rezoning is in hannony with the intent of the Comprehensive Plan and will not have <br /> a negative impact on surrounding properties <br /> Staff recommends approval of the proposed rezoning petition with the following <br /> condition: <br /> The sign and electronic message unit will be constructed according to the submitted <br /> sign plan which meets the requirements of the zoning ordinance. <br /> Any future site development will need to be in accordance with the regulations of the <br /> Zoning Ordinance. <br /> The Plan Commission is to make a recommendation to the City Council to approve, <br /> modify or deny petitions based on the requirements of the Zoning Ordinance and the <br /> Comprehensive Plan. In rezoning petitions, effects of the approved land uses for the <br /> proposed zoning district on the public health safety and general welfare of the City and <br /> its citizens need to be considered. <br /> A motion to forward Calendar Number OS-28 to the City Council with a recommendation <br /> for approval is suggested. <br />
