Excerpts of the Decatur City Plan Commission June 2, 2005 <br /> Cal. No. OS-24 Petition of BLACKSTONE GROUP, to rezone a <br /> portion of Spring Creek Plaza, from B-2 Commercial <br /> District to PD Planned Development. <br /> Mr. Greg Crowe was sworn in by Ms. Jesse. <br /> Mr. Crowe gave the recommendation of stafF: <br /> The subject property, a portion of Spring Creek Plaza, includes part of a retail strip that <br /> houses Walgreens and Monical's Pizza, the Perkins Restaurant and the parking spaces in <br /> between. <br /> In September of 2004, Spring Creek Plaza was rezoned by the City Council to �2 <br /> Commercial District. The petitioner requested the rezoning to help facilitate <br /> redevelopment of the site by increasing the marketability of the shopping center with <br /> increased allowable uses. <br /> The petitioner is requesting the rezoning to PD Planned Development to allow for the <br /> construction of a freestanding Walgreens with a drive through phannacy. The petitioner <br /> plans to tear down the part of the retail strip east of the current Walgreens which inctudes <br /> a former grocery store, Monicals Pizza and shops on the southeast end of the building. <br /> The new freestanding building will front Monroe Street with the north fa�ade of the <br /> building lining up with the remaining retail strip. The current Walgreens spxe will be <br /> vacated and may be expanded for future redevelopment. <br /> The development of the proposed Walgreens along with the demolition of part of the <br /> retail strip has brought about unique design issues for the site including landscaping, <br /> lighting, signage and pazking. The planned development zoning allows the flexibility to <br /> address these issues that complicate the site with&2 zoning. <br /> The landscaping within the right of way along Monroe Street has been accepted by the <br /> Department of Engineering & Infrastructure and meets the requirements of the Zoning <br /> Ordinance. The parking provided and the landscaped parking lot meets the requirements <br /> of the Zoning Ordinance. The plans for the site include three freestanding signs, two on <br /> the comer of Pershing& Monroe and one on the northem Monroe Street entrance. <br /> Staff recommends approval of the proposed rezoning petition with the following <br /> condition: <br /> The site will be developed according to the plans marked Exhibit A. <br /> Future redevelopment involving building additions that are not referenced on the <br /> submitted site plan or demolition of remaining buildings with new construction will <br /> require that a site plan including parking calculations, a landscaping plan for the <br /> remaining parking area and the front yard along Pershing Road and a lighting plan be <br /> submitted to the Department of Economic and Urban Development as part of an <br />
