No. OS-Ol Petition of GREGG'S TOWING for a Conditional <br /> Use Permit to operate an Auto Storage Yard at <br /> 1101 East Sangamon Street. <br /> Ms. Suzan Stickle was sworn in by Ms. Jesse. <br /> Ms. Stickle gave the following recommendation of staff: <br /> The petitioner currently operates a towing service and would like to expand the operation <br /> at this location; additionally, the petitioner proposes to store automobiles at this location. <br /> The main storage of vehicles will occur inside buildings on the site and overflow vehicles <br /> will be stored outside. This facility will serve as a central location for the storage of <br /> vehicles, the dispatching of tow trucks, retrieving of vehicles by their owners and <br /> examination of vehicles by law enforcement and insurance representatives. <br /> The petitioner is requesting a conditional use permit to operate an automotive storage <br /> yard at 1101 East Sangamon Street; the premises is currently zoned M 2 Heavy Industrial <br /> District. <br /> The subject property is surrounded by M-2 Heavy Industrial District to the south, west <br /> and east. The abutting property to the north is zoned M-1 Light Industrial District. The <br /> subject property is located in an area consisting of mostly industrial facilities;there is a <br /> new school located to the north of this property. With the exception of the school to the <br /> north, all of these land uses are compatible uses with that of an automotive storage yard. <br /> There is a concrete wall serving as a barrier and site break between the new school and <br /> East Sangamon Street. <br /> A conditional use permit is allowed for properties that operate for the public convenience, <br /> are designed, located and operated so as not to be detrimental to the health, safety and <br /> welfare of the general public and will not substantially diminish the value of property in <br /> the surrounding neighborhood. Staff is of the opinion that an automotive storage yard <br /> will not be detrimental to the health, safety and welfare of the general public and will not <br /> substantially diminish the value of the properties in the surrounding neighborhood. <br /> Staffrecommends approval of the conditional use permit subject to the following <br /> conditions: <br /> A. Screening around the entire site in the form of a chain-link fence with slats will be <br /> required. The fencing needs to be six (6) feet tall with an additional two (2)feet of <br /> barbed wire on top. Alternatively, an eight(8) foot privacy fence will be allowed. <br /> B. A site plan and a landscaping plan shall be submitted and approved by the <br /> Department of Economic and Urban Development and the Department of Engineering <br /> and Infrastructure. <br />
