�► ► recognized arts organization operating within the City of Decatur, insofar as practicable. The Committee shall select its own officers, adopt its own bylaws and procedures, and meet as needed, in the discretion of the Committee or at the call of the Mayor. Members of the Committee shall serve for two (2)years. Section 4. That the Coxnmittee shall, by majority vote of all members thereof, recommend to the Mayor the names of persons to be honored for support of the arts in the City of Decatur by the placement of a star on the above-designated "Walk of Stars". The Committee shall develop criteria by which to judge those persons to be so recommended, including consideration of the person's financial contnbutions to the local arts, and the recommendation to the Mayor shall include the findings of the Comxnittee as to the reasons that such person should be honored. Section 5. That upon receipt of a recommendation from the Committee to honor a person, the Mayor may designate such person as eligible to be honored by the placement of a star on the above-described"Walk of Stars". Section 6. That the design and location of all stars to be placed on the above-descnbed "Wallc of Stars" shall be approved by the Director of Engineering and Infrastructure prior to the installation thereof. Section 7. That all stars placed on the above-descnbed "Walk of Stars" in accordance with the provisions of this ordinance shall be installed (1) by the City, using funds donated specifically for such purpose, or (2) by private individuals or groups, utilizing the funds of such individual or group. If installed by a private individual or group, all plans, specifications and contracts for such installation must be approved by the Director of Engineering and Infrastructure and appropriate insurance and indemnification must be provided to the City and approved by the Risk Manager prior to installation, and all necessary permits must be obtained. Section 8. That prior to the construction or installation of any stars on the public sidewalk, the Decatur Area Arts Council shall enter into an agreement with the City of Decatur governing construction, installation,maintenance and liability of the sidewalk. Section 9. That this Ordinance shall be valid for a maximum period of two (2) years from the date of passage.
