Single family residential units are located to the immediate east of the site, while <br /> commerciaUlight industrial property is located to the north, south and west. The Decatur Urban <br /> Land Use Plan shows this area as Low Density Residential with Light Industrial to the south and <br /> west of the site. <br /> PROJECT DESCRIPTION <br /> 5. The petitioner proposes to rezone three lots totaling 1.81 acres, to B-2 Commercial District. The <br /> petitioner has indicated the property will be used for a used automobile sales business, paving the lot <br /> to hold 20-30 cars an office and a garage. Access to the property is planned from North 22nd Street. <br /> STAFF ANALYSIS <br /> 6. Since the November 2003 City Council meeting the petitioner has acquired two additional lots. A 40 <br /> foot easement for sanitary sewer is designated along the south property line. <br /> 7. The petitioner must meet the requirements of the Zoning Ordinance to develop the site including: <br /> building set backs of 25 feet along North Twenty-second Street, East Kile Street and all property <br /> adjacent to residential property; parking lot set backs and buffer yard set backs of 15 feet along North <br /> Twenty-second Street, Kile Street and adjacent to residential property. The parking lot set back <br /> for the south property line is five (5) feet. <br /> STAFF RECOMMENDATION <br /> 1. Staff recommends approval of the petition with the following condition: a site plan will be <br /> submitted to and approved by the Engineering and Infrastructure Department and the Economic <br /> and Urban Development Department prior to any development on the site. <br /> PLAN COMMISSION ACTION <br /> 2. Section XXIX of the Zoning Ordinance requires the Plan Commission to hold a public hearing on <br /> a rezoning request, and then forward its report and recommendation to the City Council for final <br /> approval.
