FIVE YEAR SUPPORTIVE HOUSING PLAN
FINAL REPORT
• Master Leasing will be the primary method to create Safe Haven units over time.
In this scenario, the project sponsor will execute a multiyear lease for an entire
building from an owner. The lease payment should be sufficient to cover all
ongoing operating expenses and debt service for the property. This option
represents one of the most cost effective and time efficient methods to increase
the number of Safe Havens by minimizing capital expenditures and long
timelines associated with building acquisition and construction.
• Rental Assistance is critical in creating Single Room Occupancy units and
increasing the number of Supportive Living Apartments. HUD provides the major
source of rental subsidies through its Shelter Plus Care and Single Room
Occupancy Programs. These subsidies can be tenant-based, sponsor-based or
project-based depending on program requirements, and they can be used to
lease apartments in buildings that meet HUD's Housing Quality Standards. All
rental subsidy programs are administered through Housing Assistance Payment
contracts with the Decatur Housing Authority. Under tenant-based assistance,
the tenant leases directly from the landowner, but with sponsor-based and
project-based assistance, the sponsor may lease several units (or buildings) and
sublet to tenants. The Decatur Housing Authority will also be requested to
provide a limited number of Housing Choice ("Section 8") Vouchers, but their
availability is doubtful, given national cutbacks in the Housing Choice Voucher
program.
• Acquisition and Rehabilitation of existing properties will be employed to create
additional Single Room Occupancy units and Supportive Living Apartments. This
option is more costly and depends on the availability of both development and
rental subsidies. Given increasing development and operating costs, assessing
project feasibility is essential in order to leverage public subsidies over the
greatest number of units possible. Development subsidies are available at the
PAGE S 1
