DECATUR POLICE DEPARTMENT i <br /> MEM RANDUM#OS-45 <br /> O <br /> DATE: July 22, 2005 <br /> TO: Mayor Paul borne and City Council �I <br /> FItOM: Steve Garm City Manager I' <br /> Mark Barthe my, Chief of Police I <br /> SUBJECT: Reverse 9-1-1 Agreement <br /> Sti�M1VIARY RECOMMENDATION: Staff requests that City Council approve the Decatur I <br /> Police Department Emergency Communications Center entering into an agreement with the ��i <br /> Macon County Emergency Management Agency for the purchase of a city and countywide � <br /> emergency notification system from Dialogic Communications Corporation(DCC). I <br /> BACKGROUND: The Police Department operates and staffs the Emergency Communications '� <br /> Center for a11 public safety services in Decatur and Macon County. The Center employs an <br /> enhanced 9-1-1 system that notifies the call takers of the location and number of the phone that i <br /> has called 9-1-1 whether it is a land line or cellular telephone. '� <br /> The city and county have utilized Homeland Security grants for the purchase and upgade of �' <br /> equipment to better protect the citizens of Decatur and Macon County. Those equipment � <br /> purchases came in under budget and a surplus of funding was announced by the director of the I <br /> Emergency Management Agency. '� <br /> In meetings with members of the Local Emergency Planning Committee it was decided that an I, <br /> emergency notification system, commonly refened to as a"reverse 9-1-1 system" could be '� <br /> purchased with the surplus funds. An emergency notification system can be used to ca11 all of i <br /> the telephones in a designated geogaphic region in a matter of minutes. The system is '', <br /> TDD/TTY compatible for the hearing impaired. This system could be vital in protecting the I <br /> citizenry in the event of a hazardous material spill or leak, a missing person or an AMBER Alert, ��� <br /> an evacuation or shelter in place order,boil order or any number reasons the public should be II <br /> notified of an important and timely announcement. Several options were researched and a <br /> recommendation was made by the committee to purchase the DCC Communicator. The DCC <br /> system also has a notification system for public of�icials in the event of a large scale incident , <br /> requiring immediate notifications. The system also provides comprehensive reports on ', <br /> notification results. In the event more phone lines are necessary to make mass notifications, the ', <br /> system has the capability to contact the company's home headquarters and literally make ' <br /> thousands of notifications an hour. The system will be housed and managed by the Decatur <br /> Police Department Emergency Communications Center. <br /> BUDGET IMPLICATIONS: The system itself will be purchased with surplus Homeland ' <br /> Security funds at a cost of$45,000. Costs associated with implementation of the system will <br /> include. The Emergency Telephone System Boazd(ETSB)is in the process of determining the ' <br />
