is also directed towards preventing overflows and basement backups through sewer cleaning and <br /> stormwater inflow and infiltration (I&I) reduction in the sanitary sewer system. <br /> Minority Participation Goals <br /> Professional services such as sewer inspections and related activities to support the engineering and <br /> data collection aspects of the sewer system are not Prevailing Wage work that is covered by the <br /> City's Minority Participation Goals for Public Works Contracts ordinance. This project does include <br /> infrastructure construction work items that are covered by the ordinance, such as sewer cleaning, <br /> manhole rehabilitation, and point repairs. All construction work items related to construction of the <br /> public infrastructure require the payment of Prevailing Wages and action on the Minority <br /> Participation Goals. <br /> Request for Proposals <br /> On November 18, 2015, the Public Works Department issued a request for proposals to provide <br /> sewer inspection services for the City beginning in 2016 and ending in 2018. Four firms received <br /> proposals and 2 firms submitted written proposals. The two proposing firms were: <br /> Tele Scan, Inc. of Decatur, Illinois <br /> National Power Rodding Corporation of Chicago, Illinois <br /> The proposals set unit prices for the regularly used work items and are attached in Appendix A. <br /> The proposals were reviewed and rated on the range of services provided, the quality of inspections, <br /> the firm's ability to respond rapidly to emergency inspection requests, proximity of the firm to <br /> Decatur and the general cost for services. Tele Scan is recommended as the best firm to meet the <br /> City's sewer inspection service needs. Professional services contracts are not bid but are awarded <br /> based on the firm's ability to best serve the City. A unit price cost comparison is attached in <br /> Appendix A. The budgeted allocation in the City's Capital Improvement Plan is as follows: <br /> FUND FY 2016 FY 2017 FY 2018 <br /> SANITARY $400,000 $400,000 $400,000 <br /> STORM $50,000 $50,000 $50,000 <br /> YEARLY $450,000 $450,000 $450,000 <br /> TOTALS <br /> Professional Service Contract <br /> Tele Scan, Inc. has provided inspection services for the City since 1996 and is well known for <br /> providing a high quality product and for being very responsive to the City. Due to the intermittent <br /> nature of the project, out of town firms generally have higher cost to mobilize to Decatur to perform <br /> their services. Having a local firm such as Tele Scan perform the work has benefited the City in <br /> lower costs and high quality service for many years. <br /> During the past 2 '/2 year contract which ends December 31, 2015, Tele Scan completed the video <br /> inspection of over 670,000 feet (127 miles) of sewers, cleaned over 88,000 feet (17 miles) of sewers, <br /> completed 9 point repairs, performed 77 special studies, and responded to 330 on-call inspection <br /> requests. It has proven very beneficial to have a local firm engaged in televising work for the City. <br /> Page � 3 <br />
