Minority Participation Goals Professional services such as sewer inspections and related activities to support the engineering and data collection aspects of the sewer system are not Prevailing Wage work that is covered by the City's Minority Participation Goals for Public Works Contracts ordinance. This project does include infrastructure construction work items that are covered by the ordinance, such as sewer cleaning, manhole rehabilitation, and point repairs. All construction work items related to construction of the public infrastructure require the payment of Prevailing Wages and action on the Minority Participation Goals. Request for Proposals On November 18, 2015, the Public Works Department issued a request for proposals to provide sewer inspection services for the City beginning in 2016 and ending in 2018. Four firms received proposals and 2 firms submitted written proposals. The two proposing firms were: Tele Scan, Inc. of Decatur, Illinois National Power Rodding Corporation of Chicago, Illinois The proposals set unit prices for the regularly used work items and are attached in Appendix A. The proposals were reviewed and rated on the range of services provided, the quality of inspections, the firm's ability to respond rapidly to emergency inspection requests, proximity of the firm to Decatur and the general cost for services. Tele Scan is recommended as the best firm to meet the City's sewer inspection service needs. Professional services contracts are not bid but are awarded based on the firm's ability to best serve the City. A unit price cost comparison is attached in Appendix A. Due to the intermittent nature of the project, out of town firms generally have higher cost to mobilize to Decatur to perform their services. Having a local firm such as Tele Scan perform the work has benefited the City in lower costs and high quality service for many years. During the past 2 '/2 year contract which ends December 31, 2015, Tele Scan completed the video inspection of over 670,000 feet (127 miles) of sewers, cleaned over 88,000 feet (17 miles) of sewers, completed 9 point repairs, performed 77 special studies, and responded to 330 on-call inspection requests. It has proven very beneficial to have a local firm engaged in televising work for the City. Page � 3
