3.4 It shall be the Contractor's responsibility to design a collection strategy to <br /> efficiently encompass the City. It shall further be the Contractor's responsibility to <br /> design, print, and distribute a written letter to each household affiliated with the <br /> arrangement explaining the reason for the change in service and the day(s) collection <br /> will occur. The letter shall be distributed two (2) weeks prior to the effective date of <br /> service change. Said letter and its distribution method are subject to the City's <br /> approval. <br /> 3.5 Contractor shall furnish a sufficient number of vehicles and personnel to <br /> accomplish the work standards and in the time frames described herein, irrespective of <br /> adverse conditions, breakdowns, or similar hindrances. <br /> 3.6 All dwellings in the same collection route shall have the same collection day. <br /> Contractor may change the boundaries of any collection route by written notice to the <br /> City and to all dwellings affected by that change. <br /> 3.7 Collection of recyclable materials shall be made only during collection hours. <br /> Contractor shall advise dwelling residents to have recyclable materials placed at the <br /> collection point by 7:00 AM on the collection day for that dwelling. <br /> 3.8 All recyclables placed at the collection point shall be owned by, and the <br /> responsibility of, the residents of the dwelling so placing such recyclables until <br /> collected by Contractor, at which time the recyclables shall become the property of the <br /> Contractor. <br /> 3.9 Contractor is responsible for maintaining an adequate supply of bins and for <br /> delivering the bins to new service locations, residents who have requested additional <br /> bins, and to residents whose bin(s) were lost, damaged, or stolen; at no cost to the <br /> resident. Contractor bills the City monthly for the number of replacement bins that <br /> have been delivered. Replacement bins and bins for new service shall be delivered by <br /> the Contractor within a reasonable amount of time at no cost to the resident. Residents <br /> can have up to two bins per year for no charge including one replacement bin. If a <br /> resident requires more they will be charged the cost of the bin by the Contractor who will <br /> notify the City, and provide name, address, and telephone number of said resident. <br /> Information about the addresses to which bins have been delivered is supplied with the <br /> monthly bill. <br /> 3.10 Contractor shall use its best efforts and all due diligence,without charge to the <br /> City of Decatur or any resident of a dwelling, to obtain new recycling containers from <br /> the manufacturer thereof under the manufacturer's warranty when a replacement <br /> recycling container is made necessary due to a cause which is, or reasonably could be, <br /> covered by such warranty. If a new recycling container is obtained under such warranty <br /> no charge shall be made therefore to the City or any resident of a dwelling. Contractor <br /> shall provide a list of all residents receiving replacement containers to the Recycling <br /> Coordinator every month. The list shall identify resident by name, address and phone <br /> number. <br /> 4 <br />
