3.11 There shall be no limit for the quantity of recyclables that a household may place <br /> at the curb for collection. Residents have the right to set out other containers that are <br /> properly prepared. Residents may also place recyclables that do not fit directly into the <br /> bin(s) directly adjacent to the bin(s) for collection provided that such materials have been <br /> properly prepared. Recyclables shall be collected regardless of the availability of <br /> markets for one or more of the recyclables. <br /> 3.12 Contractor shall be responsible for returning all containers to the general location <br /> at which they were found. Containers may not be placed in the middle of driveways, in <br /> driveway aprons, or near the curb in such a manner that blocks sidewalks,results in their <br /> falling into the street, or being hit by a vehicle. <br /> 3.13 The Contractor shall handle all containers with reasonable care to avoid damage <br /> and spillage. Any contents spilled or items broken by collection crews onto the ground or <br /> streets shall be immediately cleaned up. In order to clean up, a broom and shovel shall <br /> be required on each vehicle. The Contractor shall not be responsible for collecting or <br /> cleaning recyclables that have blown, fallen, or been scattered�efore collection. <br /> 3.14 If Contractor determines that the collection of recyclable materials in a collection <br /> district will not be completed on the district collection day, Contractor shall notify the <br /> Recycling Coordinator by 4:00 PM on that day and request an extension of the collection <br /> hours. Contractor shall inform the Recycling Coordinator of the areas in that collection <br /> district not completed,the reason for non-completion, and the expected time of <br /> completion. The Recycling Coordinator, in his or her sole discretion, shall grant or deny <br /> the extension. The granting of an extension will not be unreasonably withheld by the <br /> Recycling Coordinator. If denied,the collection of recyclable materials in that collection <br /> district shall be completed the following day within the collection hours. If granted the <br /> collection of recyclable materials in that collection district shall be completed within the <br /> extended hours. <br /> IV. OFFICE, MISSED COLLECTION.S, COMPLAINTS, SEVERE <br /> WEATHER, HOLIDAYS <br /> 4.1 Contractor shall establish and maintain an office which may be contacted directly <br /> by the public and City personnel with inquiries, complaints, and/or instructions. The <br /> office shall be equipped with sufficient telephones and have staff in charge during normal <br /> business hours Monday through Friday to receive and respond to calls and letters from <br /> residents of the City relative to missed collection, or other complaints concerning <br /> collection of recyclable materials. <br /> 4.2 Contractor shall identify and notify the City of Decatur of the location, <br /> telephone number, and mailing address of its office, garage area, and any processing <br /> facility. Contractor shall publicize the name, address, and telephone number of the <br /> office in the local telephone directory. The telephone number shall be a toll-free <br /> number or a local number.
