� ' <br /> R • <br /> � Decatur Transfer House <br /> Feasibility Study <br /> Change Order No. 3 <br /> October 12, 2005 <br /> This Change Order shaii serve as an Amendment to the Agreement between Farnsworth Group, Inc. <br /> (FGI) and the City of Decatur (Client) dated September 20, 2004, and shali become a part of that <br /> Agreement. <br /> III. Data Collection Phase <br /> The scope of services for Phase III of the Feasibility Study shall be revised to eliminate the soil borings <br /> and geotechnical evaluation for the proposed site in Lincoln Square. The topographic survey is still <br /> included as described in the Agreement. <br /> SCHEDULE: The topographic survey is complete as of the date of this Change Order. The data is <br /> being reviewed for quality control at this time and the Deliverables will be submitted by October 28, <br /> 2005. <br /> DELIVERABLES: Delete the written Geotechnical Report. The survey data Deliverables will be as <br /> described in the Agreement. <br /> IV. Lincoln Square Evaluation Phase <br /> The scope of services for Phase IV of the Feasibility Study shall be revised to include only the services <br /> described below: <br /> ♦ Prepare City of Decatur Staff, observe peak hour traffic and tabulate AM and PM peak hour traffic <br /> counts at the intersection of U.S. Route 51 Business (Main Street) and Main Street. <br /> ♦ Prepare 20-year traffic projections and corresponding lane configurations. <br /> ♦ Determine AM and PM peak hour volumes at the intersection of U.S. Route 51 Business (Main <br /> Street) and Main Street. <br /> ♦ Perform Capacity Analysis for the intersection of U.S. Route 51 Business (Main Street) and Main <br /> Street. <br /> ♦ Use digital aerial photography provided by the City to compile worksheets for Conceptual <br /> Intersection Design Study. <br /> ♦ Prepare Conceptual Intersection Design Study and submit to the City of Decatur and the Illinois <br /> Department of Transportation for review and comments. <br /> ♦ Address comments and finalize the Conceptual Intersection Design Study. <br /> ♦ Submit the final Conceptual Intersection Design Study to the City of Decatur and the Illinois <br /> Department of Transportation. <br /> ♦ Design speed shall be 40 mph on U.S. Route 51 Business (Main Street). <br /> ♦ Design speed shall be 30 mph on Main Street. <br /> ♦ Tuming movement iterations for three (3) separate design vehicles will be made: <br /> 1. WB-65 (Southbound U.S. Route 51 Business). <br /> 2. WB-50 (East-West Main Street. <br /> 3. Single Unit Truck (East-West Main Street. <br /> Utilizing the information from the Conceptual Intersection Design Study and the topographic survey <br /> data from Phase III, a rendered Presentation Plan will be prepared.
