All materials used in the work shall conform to the <br /> standards set by applicable federal, state and local laws and regulations, ordinances, <br /> and guidelines in such form in which they exist at the time of the work on the <br /> - contract and as may be required by subsequent regulations, including the following: <br /> ASTM American Society for Testing Materials <br /> ANSI American National Standards Institute <br /> U.L. Underwriters Laboratories, Inc. <br /> 12. Non-Discrimination. The Contractor shall comply with all of the provisions of <br /> Paragraph 313 of the Act, and all provisions of Federal, State and local laws <br /> relating to nondiscrimination, as applicable. <br /> 13. Other City of Decatur Lead Poisoning Prevention Prog,ram Requirements. <br /> a. Equal Employment Opportunity. The equal opportunity clause contained in <br /> Exhibit B attached hereto is incorporated herein by this reference. <br /> b. Debarment. The Contractor shall certify that it is not debarred, suspended, <br /> proposed for debarment, declared ineligible or voluntarily excluded from Federal <br /> contracts and Federally assisted construction contracts. <br /> 14. Subcontractin�. <br /> a. The Contractor shall not be required to employ a subcontractor against whom the <br /> Contractor has a reasonable objection. The Contractor agrees that the Contractor is fully <br /> responsible to the Owner for(i)the acts and omissions of Contractor's officers, agents, <br /> employees, or servants employed or used by the Contractor; and(ii)the acts and <br /> omissions of any subcontractors and their officers, agents, employees, or servants, <br /> whether directly or indirectly employed or used by a subcontractor. Nothing contained <br /> in this Contract shall create any contractual relationship between the Owner, the Sponsor <br /> and any subcontractors. <br /> b. All subcontracts entered into by Contractor shall incorporate therein the terms <br /> of this Contract. <br /> c. Local Preference. Any subcontracts in connection with the Work shall be subject <br /> to.the requirements of Section 3 of the Housing and Urban Development Act of 1968 <br /> (12 U.S.C. 1701u), amended, that to the greatest extent feasible, (i) opportunities for <br /> training and employment shall be given to lower income residents of the unit of local <br /> government, metropolitan area or non-metropolitan county(as determined by the <br /> Page 5 of 22 <br />
