7. Equipment Provided bv Prairieland. Prairieland shall provide a minimum <br /> of five (5) radio dispatched towing vehicles, dispatched from a manned point base station on a <br /> twenty-four (24) hour basis, seven (7) days per week. In addition to the foregoing, for snow <br /> emergency routes, Prairieland shall provide a minimum of five (5) radio dispatched towing <br /> vehicles on no less than five (5) hours notice provided by the City of the need thereof. <br /> Prairieland shall maintain at least one radio dispatched towing vehicle capable of lawfully <br /> towing commercial vehicles of fully loaded maximum road weight and a flatbed truck to <br /> transport vehicles incapable of being towed. !, <br /> Prairieland also shall provide or make provision for a "non-public"private telephone line <br /> between the communications center of the Decatur Police Department and Prairieland for <br /> emergency use. <br /> 8. Resuonse Time. Prairieland shall provide for radio dispatched towing <br /> vehicle average response time of no longer than twenty (20) minutes with a maximum of thirty <br /> (30) minutes, subject to reasonable requirements and potential emergencies and circumstances <br /> beyond the control of Prairieland. Requests by the City for towing and storage services <br /> hereunder shall take priority over other towing services of Prairieland, except towing services <br /> provided other law enforcement agencies or emergencies. <br /> 9. Prairieland Services.Upon the request of a sworn officer of the Decatur Police <br /> Department or other lawful impoundment officer, Prairieland shall remove and/or impound any <br /> vehicle, not owned or leased by the City, from the streets of the City or adjacent areas. Vehicles <br /> subject to holds placed thereon by the Decatur Police Department shall be stored by Prairieland <br /> subject to the reasonable direction of the Decatur Police Deparhnent or as may be directed by a <br /> court of competent jurisdiction. Vehicles towed and/or stored pursuant to the terms hereof, <br /> which vehicles are not subject to a "hold" placed thereon by the Decatur Police Department, <br /> shall be released in accordance with the provisions of§ 16 hereof. <br /> In addition, in the case of a vehicular collision or automobile accident, where the owner <br /> or operator, for whatever reason is incapacitated or otherwise incapable of approving a towing <br /> service, or the owner or operator does not request the services of a specific towing services <br /> company, and the Decatur Police Department is authorizing the provision of towing and/or <br /> storage services1 the Decatur Police Department will contact Prairieland�to perform the towing <br /> and/or storage services, and Prairieland shall provide such services. <br /> Prairieland also shall provide towing services for periodic Decatur Police Department <br /> auctions upon notice of not less than seventy-two (72) hours. Prairieland also will work <br /> diligently with the city in order to provide four (4) radio dispatched towing vehicles for the <br /> "Streets for Storage" program presently used by the City, which shall be on notice of not less <br /> than twenty-four (24) hours to Prairieland. Prairieland also shall provide towing services to the <br /> City for vehicles owned or leased by the City, which vehicles aze of a gross vehicle weight of <br /> less than 10,000 pounds, at no cost to the City. <br /> 10.
