Decatur,City of,Mound School Bodine Project#114675
Phase II Subsurface Investigation Report August 29 2003
containers. Sample containers were immediately sealed, labeled and placed into a cooler
containing blue ice. Sample identification number correspond directly with the boring
locations indicated on Figure 1.
On July 28, 2003,the samples were relinquished to PDC Laboratories, Inc. courier under
the Chain of Custody. Samples arrived at the laboratory and were logged into the
laboratory system on August 28, 2003. Pursuant to the Service Agreement, the
laboratory conducted the analysis of the samples for BTEX and PAHs. Bodine received
the laboratory report, with the original Chain of Custody on August 13, 2003, see
Attachment B.
3.3 Data Review:
Bodine completed a review of the data for samples B3,B5, B6, B8, B9 and B11. All
samples for BTEX and PAH compounds were reported by the laboratory as not detected
at the laboratory reporting limit. The laboratory report, Attachment B, indicates
reporting limits and concentrations for both dry weight and wet weight measurements.
According to regulatory guidelines, sample results reported as dry weight are to be used
to compare to the IEPA TACO Soil Remediation Objectives (SROs). Bodine has
included a Table 1 summarizing the laboratory reported concentrations.
The laboratory reported qualifications in samples identified as B3, B8 and B9.
Qualifications for Benzene reported concentrations below the reporting limit were
indicated to have surrogate recoveries which failed to meet the required acceptance
criteria in the initial analysis. The samples were re-extracted beyond the maaimum
allowable holding time and re-analyzed. The surrogate recovery for the second analysis
was also outside the required acceptance criteria. The results should be interpreted as
estimated concentrations. However, the estimated concentrations should be biased high
and the actual concentration would be lower than the reported value.
Sample B3 was also qualified with a R value for the Indeno(1,2,3-cd)pyrene compound.
This qualification indicates the analyte failed to meet the required acceptance criteria for
relative percent difference (RPD)between the Matrix Spike and Matrix Spike Duplicate
(MS/MSD). The reported sample concentration should be considered usable at the
reported value. The correlation between the laboratory's internal standards does not
affect the quality of the reported data and may be a direct result of matrix effects.
3.4 Findings & Conclusions:
Based upon review of the laboratory reported concentrations for BTEX and PAH
analysis, Bodine finds that all locations indicate concentrations below the laboratory
reporting limits and below the IEPA TACO Tier 1 SROs. The laboratory reported
concentrations do not indicate a release has occurred.
4
BUnINENVIRONMENTAI SERVICES, INC.
