Decatur,City of,Mound School Bodine Project#114675
Phase II Subsurface Investigation Report August 29 2003
After the above evaluation, Barium and Chromium could not be eliminated from further
consideration. Bodine evaluated Barium and Chromium against the IEPA TACO Tier 1
SROs, as indicated in Table 2. The concentrations of Barium(180 mg/kg) and
Chromium (24 mg/kg)were below the IEPA TACO Tier 1 SROs for Residential,
Industrial Commercial and Construction Worker. However, the concentrations exceed
the TACO Tier 1 SROs for migration to Class I and Class II groundwater.
As Barium and Chromium concentrations exceeded the published background values and
the TACO Tier I SROs for migration to Class I and Class II groundwater, Bodine
evaluated Barium and Chromium consistent with IEPA 35 IAC 742, Appendix B, Table
C: pH Specific Soil Remediation Objectives for Inorganics and Ionizing Organics for the
Soil Component of the Groundwater Component of the Groundwater Ingestion Route
(Class I Groundwater). In order to conduct this evaluation, Bodine contacted the
laboratory to request analysis of soil pH be conducted on the remaining sample.
Bodine received a facsimile of the soil pH for boring B 12, boring from which the
samples originated, on September 2, 2003. The laboratory reported a soil pH value of
7.88 for sample B12. Bodine compared the pH value to IEPA 35 IAC 742, Appendix B,
Table C: pH Specific Soil Remediation Objectives for Inorganics and Ionizing Organics
for the Soil Component of the Groundwater Component of the Groundwater Ingestion
Route (Class I Groundwater)to derive the TACO Tier 1 SROs of 28 mg/kg for
Chromium and 1800 mg/kg for Barium.
4.4 Findings & Conclusions:
Based upon review of the laboratory reported concentrations for VOCs, SVOCs and 8
RCRA analysis, Bodine finds that the concentrations of all the compounds were below
the laboratory reporting limits or, for those compounds detected, the reported
concentration is below the IEPA TACO Tier 1 SROs.
5.0 Fuel Oil UST Location:
Bodine established the DQOs for this project as obtaining sufficient number of borings, 6, to
determine the approximate location of the tank and obtain samples of sufficient quality and
quantity to meet the IEPA SRP standards for obtaining a NFR letter.
Bodine utilized a systematic sampling approach to locate the samples inside Mound School
based upon the Decatur Public School District drawings. Measurements were taken from the
drawings and correlated with interior building walls. Bodine transferred the location of the
UST to the interior floors of the building. After establishing the location of the UST, Bodine
located borings approximately 3 to 4 feet away from the edge of the UST, Figure 1. Due to
the location of the wall and Local Area Network System in the computer room, Bodine was
only able to install one boring in the center of former location of the UST. Therefore, a total
of five borings were completed as indicated in Figure 1.
7
3t)lllNt.-ENV(RONMENTAL SERVICES, INC. _ _
