' Task 1:Kick-off Meeting and Data Collection
Following receipt of the Notice-to-Proceed, MWH will schedule a kick-off ineeting with City staff in
Decatur to review the proposed work plan and schedule, establish appropriate lines of communications, and
initiate the process of data collection. The agenda for the kick-off ineeting will include:
• Introduction of key members of the Project Team from both MWH and the City of Decatur;
• Definition of key roles for the project, with special attention to the identification of key points of
contact for communication and data exchange;
• Review of the scope of services and proposed work plan with City staff;
• Review of data requirements and initiation of the exchange of key information.
MWH will also meet with City Planning Department staff to introduce the project, establish contacts for the
exchange of information, and obtain available mapping and zoning information including a digital copy of
the City's most recent aerial mapping.
It is assumed that the City will provide the following information to MWH at, or shortly after, the kick-off
meeting:
• Copies of reports or studies relevant to the project and completed after 1996;
• Summaries of water withdrawals from Lake Decatur for the period 1996 to 2002;
• Digital copy of an appropriate street map for the City and surrounding areas;
• Digital copies of the City's most recent aerial photography (on CD);
• Copies of current property and zoning maps for the City and surrounding areas;
• Copies of City or County ordinances likely to impact siting for the facilities; and
• Relevant information related to past dredging and dredge disposal activities.
MWH will coordinate the exchange of data and information with the City of Decatur. Should critical gaps
in available data be identified,MWH will advise the City and formulate a plan to address data gaps.
Task 2: Document Basis for Evaluation of Off-Stream Storage Reservoir Alternative
MWH will use previous studies and other available information to prepare a concise summary of factors that
contributed to the identification of an off-stream storage reservoir as the best water supply improvement
option for pursuit by City at this time. The summary may be used in presentations and/or pernutting
discussions requiring review of the City's alternative evaluation process.
This summary will include a description of key findings from previous studies of water supply alternatives
and document the factors that contributed to the selection of an off-stream storage reservoir over other
improvement options (increased development of groundwater, reservoir on Sangamon River, reservoir on
tributary) at this time. In addition, the study will include a brief review of factors that may affect the
potential for reuse of treated wastewater effluent to supplement available water supply capacity.
MWH will submit a draft summary to City staff and the Water Resc>uices Advisary Coinmittee (WRAC:) for
review and comment. Following receipt of comments from the City and the WRAC, MWH will finalize the
summary for inclusion in the final project report.
11
Consulting Services(CPFF(Rev. 1-14-2003)
