Sub-task 4.1 —MWH will collect and compile available mapping data relevant to the evaluation of sites for
dredge disposal and/or off-stream reservoir construction from the City of Decatur and Macon County. It is
assumed that available mapping data will include aerial photographs, topographic mapping, soils mapping,
zoning maps, property ownership maps, floodplain mapping, wetland mapping, and roadway development
mapping.
Sub-task 4.2 — MWH will build upon previous efforts of City staff to identify possible regulatory or
permitting requirements likely to affect the siting, design, construction or operation of the proposed
facilities. Additional contact with the Illinois Environmental Protection Agency (IEPA), the Illinois
Department of Natural Resources (IDNR), and the U.S. Army Corps of Engineers (Corps) will be made to
clarify specific agency requirements.
Sub-task 4.3 — NIWH will use information collected through Sub-tasks 4.1 and 4.2 to perfortn an initial
review of potential sites for an off-stream storage reservoir and/or a new dredge disposal site. MWH will
meet with City staff to present the results from this initial review and obtain feedback regarding specific
sites as well as factors being considered in the siting analysis. The goal of this meeting will be to identify
up to three siting options for further consideration.
Sub-task 4.4 - Based on input from City staff and further review of the potential sites, MWH will develop
three siting scenarios for further evaluation. Each scenario will include provisions for both an off-stream
storage reservoir and a new dredge disposal site. However, the sites proposed for the two facilities in each
scenario may or may not be adjacent. Prior to proceeding with further analysis of the scenarios, MWH will
prepare a summary of the siting analysis and make a presentation to City staff and the WRAC. Following
receipt of comments on the analysis, MWH will prepare a final summary for incorporation into the project
feasibility report.
Task 5: Conceptual Desin
Following identification of three siting scenarios for consideration, MWH will develop conceptual layouts
(general plan and sections) for the dredge disposal and off-stream storage reservoir facilities associated with
each option. MWH will define key parameters including land required, extent of construction, height of
embankments, depth of excavation, and configuration and capacity of required pumping or drainage
facilities for facilities proposed under each siting scenario. Features of each of the siting scenarios being
considered will be documented in a narrative description.
MWH will develop a conceptual opinion of probable construction cost for each of the three siting options
evaluated. Estimates of construction costs will be based on conceptual estimates of major construction
quantities and available unit price data for construction in the Decatur area. Contingencies will be included
to account for undeveloped detail and/or unanticipated costs. MWH will not be responsible for the
development of estimates of land acquisition costs associated with the siting options. Rather, it is assumed
that the City will provide estimates of land acquisition costs to MWH to be used in the comparison of siting
options.
For each option, MWH will identify factors likely to have the greatest potential impact on project costs or
feasibility (e.g. unit price for excavation) and the potential affect that variations in these factors could have
on project costs. MWH will also identify potential financing/funding options available for the proposed
improvements.
13
Consulting Services(CPFF)(Rev.1-14-2003)
