a. Conduct focused interviews with key stakeholders in and affected by each target area <br /> to obtain first-hand insights into strengths, challenges, opportunities, and capabilities to <br /> initiate change. <br /> b. Evaluate business growth potential for the key economic sectors both in the target <br /> areas (represented by current businesses) and in the Decatur region as a whole. The <br /> market and growth potentiaf for rental housing will also be considered. This will lead <br /> to recommendations about conversion of the economic mix in each area to better <br /> reflect the needs of the community and growth sectors. <br /> c. Evaluate current land use configurations and urban design to recommend necessary <br /> changes to best capture the economic opportunities possible for each target area. <br /> d. Recommend a set of strategic actions that could be taken within and external to each <br /> area in order to achieve better physical, economic, and tax base potential. <br /> Task 1.5 Issues Review/Goal Settin�Workshop - Based on the preliminary review and analysis <br /> of the information collected in the previous Tasks, HOK will review both the current and <br /> future significant issues which affect The Urban Corridors and The Three Target Areas <br /> and the deve►opment of the Plan with the General Public, City Staff and other <br /> representatives in a public participation workshop format. The results of this workshop <br /> will be to confirm and solicit additional input on the analysis, identification of issues and <br /> establish the goals and objectives for the direction for the development of Plan. <br /> • Solicit input on the significant issues, goals and objedives. <br /> • Review the collected data, analysis and issues identified in the previous Tasks. <br /> • Confirm the goals, objectives and direction for the development of altematives. <br /> • Confirm action plan for performing and coordinating the next portion of the work effort. <br /> Task 2.0-Atternative Conceptual Urban Corridors Plan <br /> From the information gained and developed during the previous Tasks, HOK and DSI will <br /> develop and prepare a program for the development of the improvement of the visual and <br /> functional environment of The Urban Corridors and the Three Target Areas. Applicable <br /> strategies and planning studies will be identified to prepare Alternative Conceptual Urban <br /> Corridor Plans and the Three Target Areas for review to develop a single Conceptual Urban <br /> Corridor Plan and a single plan for the Three Target Areas. <br /> 7his task will last approximately eight(8) weeks. <br /> Task 2.1 Identification of A�plicable Strategies - Prepare Altemative Conceptual Plans - HOK <br /> and DSI will develop the elements of the Conceptual Urban Corridor Plans and the Three <br /> Target Areas based on The City approved direction. Project preliminary funding sources, <br /> i.e. State, city, foundations, use of special districts, service clubs, etc.will be reviewed and <br /> evaluated to begin to establish the range of the applicable improvement strategies that <br /> would be possible. <br /> • Identification of applicable design strategies. <br /> • Identification of applicable design program and design strategies from the Market Research <br /> for the Three Target Areas. <br /> • Identification of applicable traffic and roadway strategies. <br /> • Identification of applicable phasing strategies. <br /> • Identification of applicable implementation strategies. <br /> page 3 of 10 <br />
