Newell, P.E., City Engineer�pt/� <br /> SUBJECT: General National Pollutant Discharge Elimination System Permit No. ILR40 <br /> Notice of Intent <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council review and provide comment on the attached <br /> Notice of Intent (NOn which will allow the City of Decatur to be covered under the Illinois <br /> Environmental Protection Agency's General National Pollutant Discharge Elimination System <br /> (NPDES) Permit No. ILR40 which covers storm water discharges from small Municipal <br /> Separate Storm Sewer Systems (MS4s). <br /> taff recommends that the Cit Council authorize the Directar of En ineerin and Infrastructure <br /> S g g <br /> Y <br /> to finalize and certify the Notice of Intent as an authorized representative of the City who <br /> oversaw the preparation of the document. Staff further recommends that the Director of <br /> Engineering� and Infrastructure be directed to submit the finalized NOI to the Illinois <br /> Environmental Protection Agency(IEPA) on or before March 10, 2003, and to place the finalized <br /> NOI on file with the City Clerk. <br /> The attached resolution authorizes the Director of Engineering and Infrastructure to administer <br /> the City's storm water management program in keeping with NPDES Permit No. ILR40. Such <br /> authorization allows the Director to submit yearly status reports to the IEPA and to make minor <br /> changes to the City's NOI as necessary to fulfill the permit requirements. <br />
