Newell, P.E., City Engineer�pt/� SUBJECT: General National Pollutant Discharge Elimination System Permit No. ILR40 Notice of Intent SUMMARY RECOMMENDATION: It is recommended by staff that the City Council review and provide comment on the attached Notice of Intent (NOn which will allow the City of Decatur to be covered under the Illinois Environmental Protection Agency's General National Pollutant Discharge Elimination System (NPDES) Permit No. ILR40 which covers storm water discharges from small Municipal Separate Storm Sewer Systems (MS4s). taff recommends that the Cit Council authorize the Directar of En ineerin and Infrastructure S g g Y to finalize and certify the Notice of Intent as an authorized representative of the City who oversaw the preparation of the document. Staff further recommends that the Director of Engineering� and Infrastructure be directed to submit the finalized NOI to the Illinois Environmental Protection Agency(IEPA) on or before March 10, 2003, and to place the finalized NOI on file with the City Clerk. The attached resolution authorizes the Director of Engineering and Infrastructure to administer the City's storm water management program in keeping with NPDES Permit No. ILR40. Such authorization allows the Director to submit yearly status reports to the IEPA and to make minor changes to the City's NOI as necessary to fulfill the permit requirements.
