Alternative sources may be used in lieu of standard sources if they are of
similar or better reliability and detail or if a standard source is not"readily available". Information
may be obtained through companies that specialize in providing environmental data to industry.
The information request should include the city, county and zip code of the area in which the site is
located. If the site is located near a boundary, information for adjacent zip codes, counties or cities
should also be requested.
The Phase I Report should document and discuss each search,even ff it revealed no information, so
as to facilitate reconstruction of the research if necessary. Copies of the requests for information
and the agency responses should be reproduced in the appendix of the assessment report.
At a minimum,the following federal databases should be searched:
a) Comprehensive Environmental Response, Compensation and Liability Information System
(CERCLIS) (both the CERCLIS list and the National Priori6es List(NPL));
b) Resource Conservation and Recovery Act Information System (RCRIS) or the Hazardous
Waste Data Management System(HWDMS);
c) Resource Conservation and Recovery Corrective Action Sites(CORRACTS);
d) Emegency Response Notification System (ERNS); and,
e) Facility Index System (FINDS), which contains EPA identification numbers for facilities or
sites found in the folfowing EPA data bases:
(i) CERCLIS;
(ii) Compliance Data System (CDS);
(iii) RCRIS/HWDMS;
(iv) Permit Compliance System(PCS);
 (v) FIFRA and TSCA Enforcement System(FATES);
(vi} DOCKET;
(vii) Federal Underground Injection Control Reporting System(FURS);
(viii) Federal Repoting Data System(FRDS);
(ix) Toxic Release Information System(TRIS);
(x) Federal Facility Information System(FFIS); and,
(xi) Chemicals in Commerce Information System(CICIS).
At a minimum the following state databases should be searched (if they exist in the state in which
the site is located):
fl State lists of hazardous waste sites identified for investigation or remediation (CERCLIS and
. NPL equivalents);
g) State lists of landfills and/or solid waste facilities;
h) State lists of registered UST/AST; and,
i) State lists of leaking UST/AST,
 j) State lists of gas or oil exploration/production wells.
Local authorities may also maintain lists of landfills, solid waste sites, hazardous materials s pills and
incidents, registered and/or leaking UST/AST, contaminated wells, and so on. Local sources vary
greatly, but may include the following:
k) Local emergency planning committees for emergency response and reporting information
pursuant to Title 111 of SARA (Title III reports may also be available from the State Health
Department or the local fire department);
I) Tax assessor's office for property information, including building and property specifications,
property maps, the age of improvements located on the site, and the sources of utilities for
the site;
m) Local planning and zoning departments for current and past zoning and other land use
information;
n) Local water quality boards/environmental health departments for water quality information;
o) Local water and sanitation department for verification of the water supply and sewer system
servicing the site (Note: The current or past use of a septic system on the site is an
immediafe cause for concem.
