June 26, 2002
ENGINEERING & INFRASTRUCTURE MEMORANDUM I
NO. 2002 - 46 I
MEMORANDUM TO: Honorable Mayor and City Council
FROM: Steve Garman, City Manager
Stephen Swanson P. E., Director of Engineering & Infrastructure
SUBJECT: Central Park Fountain
SUMMARY RECOMMENDATION:
It is recommended by City staff that the City Council approve the attached resolution
authorizing a change order in the amount of$17,541.00 to the contract with Christy-Foltz for the
construction of the new Central Park Fountain.
BACKGROUND:
Architectural Expressions has advised City staff of the final change order to the contract with
Christy-Foltz for the construction of the new Central Park fountain. The change order includes
four work items.
The first item is the change in pipe sizes that was made necessary because of specifications
provided to Architectural Expressions by HydroDramatics for the fountain's pumping system.
The pipe sizes bid were undersized and had to be increased from 4-inch and 6-inch diameter
pipes to 8-inch diameter pipe. The increase in pipe size caused an increase in the cost for
pipe, pipe fittings, trenching, bedding and the labor and equipment to install the larger diameter
pipes. Architectural Expressions has negotiated with HydroDramatics to obtain a $4,500 credit
from HydroDramatics for its mistake. This net increase to the contract amount after applying
the credit for this item, including the credit amount, is $10,772.00.
The second item is the decision to add a remote switch to operate the fountain in addition to the
switch in the pump vault. This will facilitate turning the fountain off and on when maintenance
needs to be done or if the sound from the fountain interferes with an event in Central Park. If
this switch is not added, it would require a confined space entry each time the fountain needed
to be turned off and on. City staff considers this to be a necessary feature to add to the
fountain project. The work involves additional wiring and switching to be installed between the
pump vault and the Central Park band shell storage room. The total amount for this item is
$2,586.
The third item is additional electrical wiring and conduit that needs to be installed to reconnect
electrical outlets near North Park Street. These outlets had to be disconnected because of the
construction work associated with the new fountain and must be restored to service. This work
was not included in the contract with Christy-Foltz. The total amount for this work is $2,366.00.
Page 1
